There are no hard rules, but these rankings are usually based on current standings and current performance. Jon has not fought in over a year. He arguably lost fights (Silva, Reyes. Obviously he killed Gane). He is holding back the division and he is also ducking the interim champ Aspinall hard. Instead he is taking a fight with an old fire fighter. What JJ is probably #1 on, is the GOAT list. His career achievements make it hard to argue that. On my personal list I still have Khabib or GSP above him.
