@The Commander's Quarters i think you are misreading the card, "when you CAST a spell, you may put it on the bottom of it's owner's library..." the spell will not resolve because the trigger is on cast basically you cast the spell and you either let it resolve or choose to put it on the bottom of the deck and if you put it on the bottom the spell is taken out of the stack thus no longer resolving and i instead replaced with the trigger to flip cards of the top until you get to a non land card then you get the option to cast that spell. so for example you can't brainstorm. resolve brainstorm set your top card then put brainstorm at the bottom and trigger effect. you would cast brainstorm. trigger Neera. then put brainstorm on the bottom without it resolving and flip cards off the top until you get a nonland and then choose to cast it. for a brainstorm play you would have to brainstorm let brainstorm resolve setup your top card then on your opponents turn play another spell to trigger Neera.

yeah casting brainstorm in response to the trigger should work cus it is an instant so any effect at instant speed would work but you would still have to use a throw away spell (isocron scepter would be a must include for this deck so you can IS a deck fixin instant to activate IS in respons to the neera trigger)

Neera’s ability only triggers if you choose to put a spell being cast on the bottom of your library. It doesn’t have to trigger on the first spell each turn, only the first one you choose to bottom. You could potentially brainstorm to stack the top then cast another throwaway spell to trigger her ability and flip that card.

This doesn’t have to be the first spell, it says when ever you cast a spell you may use the triggered ability but only once each turn. So you can use it on any spell in your turn but only once

Actually, I think the ability gets triggered whether or not you decide to use it. If it said you may only use the ability once each turn or something that may be the case, but as soon as you cast your first spell, this ability triggers and shouldn't be able to trigger again regardless of if you used it or not. I do hope I'm wrong about that but the wording leads me and apparently Mitch to think otherwise

he has the card wrong ability triggers on cast you DO NOT resolve the spell upon CASTING it as in BEFORE it resolves you may choose to put it to the bottom thus removing it from the stack and fizzling its ability, (like how cards that have when cast and additional cost to cast cards still get those effects even if they are countered and do not resolve) so his example with brainstorm you would cast brainstorm. Neera triggers. now you either choose to let brainstorm resolve ending Neera's effect (that can only trigger once per turn) or you put brainstorm on the bottom without it resolving and start flip cards off the top. brain storm cards and fixing the top of your deck still works with the card but in a much more clunky way as in you brainstorm on your turn set top card and then on opponents turn you play another spell send it to the bottom and flip top card.

I personally wouldn't run the X Cost spells because you wouldn't want to "cascade" into them. There's a duality to these cards, the initial cast and the cheated cast. We want something that's still going to work on both sides. Probably the most broken thing that you can do with this card is to procc into a Fblthp unleashing his full power! Now I've got to find a sharpie to make this black as well and then run Phage the Untouchable as a Russian Roulette mini game. ;) EDIT: This is also a way to get flashback cards back into your library.

A little big on the mana curve and the effect isn't the best for a deck that usually is trying to cast as many spells as possible to one hit or just go ham with damage (guttersnipe and electrostatic) or tokens. I prefer rionna fire dancer as it adds some more force and more plays into veyran's strategy (example playing two cantrips then going into combat to copy your guttersnipe or stormkilm artists only to instant speed put down three more spells is too powerful to pass up).

So this is thankfully not a polymorph nightmare since it finds ANY spell to cast that’s the closest to the top of the library. Your best bet is using tutors that move things to the top or using sensei’s divining top and scroll rack to mold your wild magic. Now you could do blightsteel by tutoring for it with an artifact tutor and scroll racking it to the top then cast something else but that’s a lot lore setup than a whole deck dedicated to broken polymorphs. I actually think this would be super fun with krark I’m the 99 since the spell you return disappears from the stack and doesn’t resolve but with krark you can coin flip to try for resolving a copy! Unfortunately spell copy effects and counterspells don’t like this deck since getting them off the top is wack and you’d need scroll rack and top to shape the library to avoid casting duds.

This card has too many drawbacks. To get 6 mana quickly without green, you need mana rocks, etc. those cards now become cards that you can hit instead of big spells. You can play a one mana spell and just hit another one mana spell instead which can be lame. If you want big creatures from small abilities, play Atla, Nest Tender

@@only1sn1not1taken the effect is tied to the card if the card is sent to the bottom of the library on cast, the spell effect fizzles because its source no longer exists. any on cast effect or additional cost will still be triggered, but the spell will not resolve. when playing a spell the steps are mana cost or optional cost is paid, aditional costs to cast are paid, spell is cast, on spell cast effects trigger, priority changes to allow response to the casting of the spell, then once the "stack" is finalized all spells and effects resolve in reverse order of when they are cast/triggered(and only when it resolves or is countered will it the instant/sorcery go to the graveyard). so for an example cast ponder with neena under your control pay 1 blue mana cast ponder, ponder's effect goes on stack neena's effect triggers you choose to use neena's effect now that effect goes onto the stack, priority changes for responses, no response Neena's effect triggers ponder is put onto bottom of library and you reveal cards off the top of the library untill you find a nonland spell and cast it the new spell being cast now goes onto the stack before ponder's effect and allows for priority to again shift for responses to its cast, no responses spell resolves stack moves to ponder's efect ponder's effect fizzles because the source (the card ponder) no longer exists. so even if the ponder would still take effect neena's effect woul resolve first. now you can ponder trigger neena's effect and then in response cast brainstorm then brainstorm would resolve b4 neena's effect but ponder would still fizzle.

Eh... the first thing that comes to mind for me is Scroll Rack. Never trust the Heart of the Cards unless you have some way to legally stack the deck and get exactly what you want. Also surprised you didn't bring up Ornithopter, Gitaxian Probe, Lotus Petal, or other zero-costs. Even Stonecoil Serpent could technically work here since it'll never hit the board. I think the Pacts might even work here given that they get removed from the stack before their autolose condition can be established. Could be amusing in a Grixis spellslinger like I wanted to build from all the New Capenna stuff, though I might be putting _waaaaaaay_ more effort into this one than she looks to be worth.
