Hello I have question. I bought permanent golden hammer, but everytime I upgrade my buildings. The regular hammer is always activated.

The permanent golden hammer is just a second build slot. So you can build 2 things at the same time. You can recycle extra hammers by going into your bag. So if you have 2 builders going the golden hammer is active and it isnt using any more hammers from your bag.

Is it possible to buy badges still tomorrow from mall as event ends today but shop ends tomorrow?

Probably yes. That is usually the case. I cant guarantee it but i would imagine yes. If the shop is open then the mall should have supplies for it lol

Is activating a new Hero Skin a permanent addition? Or does it have a timer and require a re-activation later on?

Yes. Hero skins once activated are permanent

Related question - is activating the skin reversible? I have 200 now & can activate Scarlett’s hero skin, but I’d rather save 1000 for Phoenix or Atropos. Can I activate Scarlett’s now then deactivate it later & have those 200 hero frags “refunded”?

You won't get them refunded. Once they are spent and the skin is activated it's permanent. You can change the skin back to default if you don't like the look of the new skin but the cost and effect will still be in effect.
