An Arlington, Texas woman has been charged with one murder , but police believe she may be responsible for the deaths of 20 patients since September 2022! Regla Becquer operated a number of unlicensed group homes under "Love & Caring for People LLC" and it is alleged that she committed fraud and abused and neglected her patients. Unfortunately, many patients have already been cremated, had their bodies donated to science, or been buried, so it's making the investigation very challenging.
On June 20th, 2024, the Arlington Police Department announced that Regla, 49, was charged with one count of murder in connection with the death of Steven Kelly Pankratz, 60, which is one of the two bodies they have been able to conduct an autopsy on. They say that he died from mixed drug toxicity, saying: "We believe she knowingly gave Mr. Pankratz medication he was never prescribed, leading to his death".
Becquer was arrested in February for endangering a resident and is being held on a $1.5 million bond at the Tarrant County jail.

I agree, but a lot of these people who live in these facilities are people that other facilities will not take it due to a lot of them having mental issues, some prisoners that have nowhere to go, and some are unable to care for themselves and the people who run these facilities, do it for the money and all the benefits I know because my sister is at one, and if you don’t have money or your family doesn’t have money that’s where these people go And it’s unfortunate but that’s really how it is here in Texas. I am thinking of having my sister interview so people can see what a lot of these places look like and go through.

Yes, if she was operating 5 different facilities, she was not able to commit fraud, abuse, and over- medicating alone. She had help, and many should lose their licenses! Troubling that those working with her may not be charged or lose their license for testimony 🙏🏻⚖️

Texas messes around because they don't have the same licensing requirements that would have prevented a place like this from existing. This is what happens when you live in a state with little regulations.

Billy Chemirmir killed at least 12 elderly women, stole from countless patients in nursing homes...only convicted of 1 and the DA wouldn't pursue the death penalty and dropped all other charges. The DA failed the victim's families and didn't care. Luckily, his cellmate wouldn't put up with Chemirmir making sexual comments about his grandchildren and killed him. A bit different when it isn't a feeble old woman.

I’m a caregiver and if a resident is saying “they are trying to kill me” the nurse or person in charge is apt to say the resident has dementia. So sometimes it’s overseen. It’s heartbreaking but I’m being honest. True care is hard to come by. 💔

There’s a case right now about a brother and sister who mostly let their mother die of neglect. They are both mentally impaired and yet the father of the family insisted to keep everyone under his control and none of them were “caring” for the lady. The brother and sister are charged with murder after she died, and the dad also died a few months after his wife. The Karen and Michael Murray case and they’ve been found guilty of murder in the first degree and aggravated neglect of a vulnerable adult. The trials are on you tube.

That's heartbreaking 💔 in my opinion. That being said I didn't watch the trial so I'm just going by what I understand you wrote. Yes it's very sad. Shame on the father 😢

My aunt has a disabled daughter couldn’t / cant talk since she was a 2 year old. she got some serious $$$ every month. The thing she worried about was which sibling was going to take care of her when my aunt passed, because she was worried my cousins would take care of her and exploit her for the $$$. My cousin is in her 60’s now. But my cousin takes care of her. My aunt passed away two years ago. Really sad for families who deal with this because there are evil, greedy people out there.

Both of my grown children live across the street from me. A son and a daughter, my daughter has muscular dystrophy and real bad diabetes because of the dystrophy and she has a daughter who lives with her father because my daughter is unable to take care of her. My granddaughter has congenital muscular dystrophy she's 22 years old but her mind is of an 8 year to 12 year old, I have court custody of her every weekend. My son lives with my daughter and I raise his two sons. I'm 63 years old and up until 2018 I was doing fine raising my two grandsons, but I took a really bad fall at their daycare, breaking just about every bone in my leg from the knee down to my ankle, and I learned the hard way that they didn't carry any insurance and they don't have to have it in my state. I get around better but I still need a knee replacement and ungrateful that my children live across the street, but people ask me all of the time why I put up with so much, and the only thing I can say is I love my family and we all take care of each other..

My mother in law opted to live in one of these. Fortunately, they were fantastic people. She died in the arms of her favorite caregiver. God Bless you Rex!

Greetings G ❤️. My mom was in the ICU at a hospital. Everytime a certain nurse walked in the room , my mom would signal me with her eyes. My mom couldn't speak anymore because her illness of mucular distrophy was taking over her body. Anyway I decided to duct tape a sound activated recorder under mom's bed. When I heard the nurse abusing my mom by slapping her and telling her how she was no use to anyone I waited till head nurse came on duty and played the tape for her she fired that nurse. I was a teenager 13 and didn't know I could take her to court. I pray she isn't out there hurting others. Wish we handled it differently.

Incredibly smart for a 13yo to do, I agree it sucks that she doesn't have a criminal record but you handled the most important part--saving mom. And your mom was smart to put you onto that witch.

You should be very proud of yourself. You saved your mom. Hopefully the hospital did due diligence and ensured that the nurse's criminal actions were carefully documented in her employee record. I feel you though. My mom was in what is called in Hawaii a Community Care Foster Home and I suspected she was being abused somehow, but she was too afraid to tell me. There was another resident in the home whose death the "caregivers" likely facilitated. The kupuna or elder had Alzheimers and they began feeding her a steady diet of rice soup. I found out later the someone with Alzheimers disease forgets how to swallow as the disease progresses. She died of what sounded like pneumonia because she kept coughing and was extremely congested. Owing to my frequent visits the "caregivers," closed up shop because they thought I knew. This whole drama happened after the kupuna died and they said I could not visit my mother all the time the way I was. Long story short, I have struggled with the fact that after I learned that her death may have been intentional that I chose not to tell her son who had stopped visiting his mom because of health issues that were preventing his usual weekly visits. Now after reading what you wrote and watching G's presentation, I am going to make sure they have not reopened a care home and report the incident to the Long Term Care Ombudsmen. My mom is with me now where she belongs.

Where I work, any purchase over $50.00 has to be put on a possessions list. We have audits every 6 months, and every single receipt for anything purchased Has to be kept and documented. Unbelievable how she got away with this crap for so long.

I work in a dementia care wing. These people TRUST YOU. They do anything you tell them to and if you don’t have love in your heart someone could do so much damage.

This really hurts my heart & soul. My line of work supports individuals with disabilities. I can't fathom doing any such thing to harm them in ANY way. I truly hope justice is swift & harsh. ❤💔😭😢😥

Visit frequently and unannounced. My step brother was in a licensed group home and that's what I used to do. Sometimes he wouldn't be there when I showed up as they were on an outing, but well worth the time.

This is absolutely horrible. My mom is in a nursing home but she is well taken care of. The staff is very helpful & kind. She always praises the aids there. This is absolutely heartbreaking for the families. They would feel so guilty even though they weren't aware. 😞💔

I am from Arlington and I know that many, "group homes" have started operating in the area. My son visited a few when we were looking for me to go into. ( I went to a nursing home). They do not take insurance, so they can fly under the radar easily. It can from $2-5 thousand dollars a month. Some of them are a horror story in the making. Abuse, neglect, starvation, horrible things happen in these places. They start these places with just a place to put the residents. When their reputation suffers, they just close and move to someplace else and start operating again. Oversight in this industry by the government cannot keep up with all these homes that can open and close leaving vulnerable elderly or disabled people with no where to go. No medical care in the homes make it difficult to weed out problems. The social services are overwhelmed. It if a purfect industry to be abused.

I was in a nursing home for the physical therapy mainly. The staff and social worker, nurses, etc were very nice but it's VERY expensive. The nursing aids seemed over worked. It's all about money. When my medicare ran out I had to leave. But the care was good:)

Hospitals can’t wait to pawn you off once your insurance has maxed-out. They want that bed for paying customers! Of course for profit hospitals don’t look too CLOSELY into any CARE FACILITIES bc they need to shift patients to be profitable!!! It’s just gross.

That’s not always true, we have a total care person in the hospital and we cannot find anyone that is willing to take her bc of her level of care needed. She receives ICU level care and I’m sure they are loosing tons of money on her. But no she receives a high level of care. We don’t have any dealings with insurance etc..we just do our jobs.

The amount of illegal shenanigans that happen in licensed care facilities and daycares (for kids or adults) and even schools that result in injury or death of patients/people being cared for is shockingly and exponentially dwarfed by the amount that happens in the unlicensed facilities. This is because anyone can start one, they can hire anyone to help or not hire anyone else, there is no oversight to make sure that the place is clean or running the way it should be or that people being cared for there are safe in any way. Nobody's watching them and they know it so they get away with whatever they can for as long as they can and sometimes it's years and *years* before they're caught even when people are dying. Families put their loved ones in these unlicensed facilities because they're often desperate and have no recourse. The licensed facilities, for whatever reason, have opted not to take their loved ones and they are unable to care for them themselves. So, what are they going to do? They're going to take a chance on an unlicensed facility because they don't have any other choice. So, while I would say under no circumstances should you let your loved one go into one of these unlicensed facilities I also understand why people agree to it. They're caught between a rock and a hard place. There needs to be some sort of reforms in place so that the shockingly high number of people who are falling through the cracks can get the care they need.

I just want say that anyone can call adult protective services and open a case. They have to investigate allegations of abuse, and that includes financial abuse. Having phones taken away and trying to keep the family away is also abuse. I live in Nebraska and all group homes must be licensed. Lobby your state legislature and stop this abuse.

This is why it concerns me. Yesterday ( for the first time in my life) I had a wellfare check on my neighbor. Not next door but in the same building. Hadn't seen him for about a month. He was still alive and he invited me in and we had a great talk for about 1.5 hours. But the amount of thankfulness shocked me. A big screen television? Done. I could have done everything to use the situation but I didn't and there is the difference. Do you care or not?

I have to say this is really a problem of the government. If there are not enough group homes or facilities for people who need just that kind of help in the area, to the point where hospitals are referring people to these non-license group homes. There is a huge issue in that community and the people who are really responsible are the people in charge of the health for the community. They need to either create new group homes or be able to oversee those that are opened as personal businesses. This should not be slipping through the cracks of, the medical services

City councils (or equivalent) must approve group homes in residential areas. Invariably, concerned citizens show up en masse to oppose group homes (“NIMBY”) of any type or level, citing nebulous traffic and safety issues.

This is so sad 😢 after my grandmother was neglected in a LICENSED nursing home, there's nooooo way I would ever have another loved one go to an unlicensed one. I just don't think I would personally believe that any place that was just a house, not an actual medical facility, had no real nurses just random people dressed in scrubs bought from Goodwill, and was told my loved one was given "something" to incapacitate them, could ever REALLY be taking care of anybody, except for themselves. How could someone be so heartless and cruel? How does she and the "crew" sleep at night?? I feel like this isn't Regla's first time running a big scam like this. She's definitely been a con artist for a very long time and is just now getting caught, which is really scary to think about. What else has she gotten away with??

It's bafflingly to me that in 2024 with all the technology we have, cameras everywhere, rules and laws that we have in place etc that someone is able to get away with running a place WITHOUT a LICENSE AND PERMIT. Not to mention hospitals willingly recommend places like this knowing nothing about them except for the fact that they exist like it's the next best option. I mean what??? Just goes to show we have a long way to go and the rules and laws will never be strong enough to prevent and protect from things like this. It doesn't help to know just how ruthless and evil people can be towards another human being. The fact that their thoughts are so dark is mind-blowing. In the state I'm in you have to have a special government id just to fly but there's people out here unlicensed and unregulated doing just whatever they please. It makes no sense.

Given that at least one person had syphillis after being put in this home when they didn't have it before it's possible that they are sexually assaulting the residents, but I think it's far more likely they were reusing dirty needles. Given everything that has come out about this place it would seem to me that they were likely unconcerned about being sanitary with their equipment and needles can be expensive.

desperation - they aren't enough facilities, and these places fill the gaps. It should be illegal to be unlicensed. You can call adult protective services and file a complaint. They would have to check it out. I had to do that with a couple of my mom's nursing homes. There are ways to combat this, but it takes a strong individual. They try to sandbag you at every turn, and they mostly get away with it.

@@sarab1987 in Texas if you do not have money to pay for assistance some will end up in places like these homes. It’s a necessity in this state. The lucky people have family that will take care of them. Once you need hospice then the State will cover home nurses and supplies until the patient passes.

Most of the people are desperate and the price is probably lower than everybody else and they don't check to see if they have a license, they probably just assumed they did. Unfortunately until right now I probably would have been one of those people 😢

We have an assisted home like this in our neighborhood. This past Wednesday, one of the tenants unalived the owner of the home with a knife. A few years back, we called social services after hearing about neglectful conditions from one of the tenants. They did nothing.

The family needs to sue the hospitals that referred them. You believe a hospital has vetted the place. Disgusting. I am shocked by this. Bring on the lawyers. They will not get any money from the suspect. But sue the hospital. They are just at fault pushing patients with no insurance to that facility. Horrific.

I care for my husband who has Alzheimer’s, Dementia, and sometime I need to check into getting help. It’s scary, but you need to research who is caring for loved ones.

There is such a shortage of housing for people who live entirely on their Social Security (or SS Disability Insurance), that it is common to find these kinds of places. People effectively turn over their check each MONTH and receive room and board and a living stipend from the administrator. Family is very often out of the picture. The places that I am familiar with do not have a medical staf.

Yesss to this. Flophouses, basements converted to 12x3 bed spaces and one bathroom, because there’s a shortage of income based apartments and especially for those with disabilities. They are victimized by greedy predators.

Aloha G, Thank you for covering this case. My mom will be celebrating her 91 birthday tomorrow July 10, because I took her out of the care home system in Hawaii. After what I witnessed, I thought the aloha spirit was dead. My mother with her grace and dignity and refusal to let them diminish her light has shown me time and time again that love will ultimately prevail. It is hard to appreciate when people commit heinous acts against others. The take away for me has been, holy cats bat man we are animals and we need to practice peace. We need to practice kindness and carry a great big stick because predatory human animals exist. Your work is brilliant as always.

You parents and families need to ask questions, visit, and call often. The family probably never went to visit.This applies to any home that a loved is placed. You would be shock that homes, hospice, and nursing homes have serial killer employee and nurses. How you know something up? They have no patients, short tempered, worked at numerous, hospital and facilities.

My 1st marriage i had to go in for a blood test. I asked why they said to make sure we didn't have syphilis. That it was common to black people. I asked why then do we need tested. He said it was the law. Isn't that strange. Im blue eyed blonde he was blue eyed straight black hair. Today was the 1st time i heard it was contagious like mrsa.

Unlicensed Group Homes are a huge issue where I'm from (Maryland). Here's the thing....there are 8 million "sober houses" in Baltimore, and everywhere, but because no medical care is provided at these particular group homes, they are usually scams opened up in old, abandoned homes, with 3 to 4 people in a room together, and no actual "care" being given. For the privilege of residing in one of these hell- holes they charge like $250/ week to each person living there. Bottom line, if it's a true group home where one will receive actual care, it will be licensed, there will be constant staff, medical notices posted along with a patients bill of rights, etc. No certifications means nothing but a money making scheme!

Is it $250 per person OR $2,500 per person? If it’s $250 per person that’s the biggest red flag of all. You couldn’t feed and purchase necessities per person for that amount, much less pay someone’s wages on top of that amount.

What’s scary is they don’t even know how many “homes” she has, because she could have them in other cities. I live in San Antonio and people often get rental houses and move a number of people in, and being a largely mobile city with a lot of military there’s not a lot of oversight to rentals. A lot of military will buy a house and then rent it out when they transfer. Or a realtor will buy a house cheap and turn it into an illegal air B & B. I’ve seen numerous houses that they rent out the bedrooms similar to that. Ever how many beds they can fit in, they will literally rent out the beds. I own two houses here and when I tried to sell my old house people wanted to give me less than the land itself was worth. So I’ve kept my old house and just mainly use it for storage now. Occasionally when relatives visit from out of state, I let them stay there, instead of a hotel. Even the national companies like Open Door, they start out saying they’ll pay you a good price, but then they start deducting stuff like how old is the house, the roof, if there’s trees they want them removed. So by the time they give you a price, it’s laughable. I know my house values because I pay the annual property taxes. I’m not going to give my house away, I will give it to a relative first. There are several houses in my old neighborhood that have been turned into some type of group homes, that my neighbors are already upset about. Two on my street are whatever they call facilities where addicts stay,(halfway house?) We keep up our old house and are slowly renovating it ourselves for my grown granddaughter to live in, when we finish it. I don’t want to be liable for whatever a renter might use my old house for or what they might do to it. So that is what I expect could be coming in this case. This person might have relatives in other cities that are running these places. In Texas you don’t really need a business license. And you can make a home business just by filing an assumed name with the county, and run your business as DBA ( doing business as) You get a sales tax certificate where you just pay quarterly taxes to the county, which many get just to get tax free purchases of business items. It’s super simple to set up a business here. And there’s lots of programs to help women and people of color to start and run businesses. It’s really not that regulated. Adding whatever you want to your business name, to distinguish it is easy. I named my own home business ( my first name) Enterprises. I did several different services, including digital embroidery creation, and another was identity creation-where I created a line of business stationery for other business owners.

I was my sister’s conservator. She was developmentally disabled. Once people like my sister turn 18 they are considered adults by the state. If you have a family member like my sister I strongly recommend you take the legal steps to become a conservator. I was able to control her monthly SSDI (about 800.00 monthly) and paid her costs not covered by MediCal. I also made all decisions concerning her medical conditions. The hospitals/group homes are few for the mentally disabled and they (the clients) are at the mercy of the state when it comes to placement in a care home. That little piece of paper given to me by the court gave me the power to make sure my sister got the care she deserved. I showed up at all hours, called at all hours to make sure the caregivers were doing their jobs. I battled the system for 2 years before I did the legal route. Being a conservator gave me super powers and an invisible cape to wear. This person fills me with disgust.

People need to take care of their own. There is NOOOO institution that you can drop a loved one(child, adult, or senior) off at and not regularly visit and show someone is there to advocate for the patient that will not abuse them. By not showing up you have flagged them to every predator that they can be abused/not taken care of. Its not just "unlicensed" care homes.. Abuse happens in EVERY Care home, hospital, senior center, mental institution, rehab etc. I was in the hospital a whole year dying and had no one and they take advantage everytime. I had to go to several LICENSED care homes to finish out IV antibiotics and had to call 911 constantly for other patients because they will just let them die, sit in their soil, verbal/mental abuse and the list goes on including disgusting conditions, roaches, hardly any food provided..

If you are really bored and like to read, California has Residential Carr Facilities for the Elderly and the State has heavy regulations for these type of facilities. Title 22 is the name of the set of regulations that these communities in California must follow and if they do not, they can be heavily fined or even closed. Some States don’t regulate these types of homes enough and it sounds like Texas may be one of those States. If you are ever unsure about a community for a loved one, listen to your gut. If you can afford hiring a Senior Care Advisor, that can also help in making decisions on where to place your loved one. I am a Hospice RN and managed a RCFE (Residential Care Facility for the Elderly) in California before going into Hospice care.

Everyone saying Texas doesn't mess around um yes they do for example they currently have the Trevino brothers under arrest for 1st degree murder for protecting their sister from a pedo, Texas doesn't have all their priorities straight but they do have strictaws for when they feel like using them. The difference here is that there is an overwhelming abundance of proof that this woman is a thief, scammer, murdered, a plain criminal AND is suspected to have multiple victims. They can't let her go and they won't. They will make an example out of her and use the full extent of the law. I hope other people start paying attention to these homes because they're in every state.

I respect what you do and I know your helping make a difference also giving a voice for the voiceless! Please keep researching these places whether they are unlicensed or ran by the state alot of these places are truly evil. I have experience in the trouble teen industry and it permanently F's you up for life. These places need to be shut down! Don't send anyone to these places they are not trust worthy and will harm them in ways that are unforgivable! Most end up so damage they either end up committing su*cide or jail. Please bring more awareness to these kinds of places for adults and children they need to be exposed all privately/unlicensed and state ran places! It's a deep messed up rabbit hole that needs to stop they only care about money, and the evil people that work in these places, all the abuse, and permanent damage done to the adults/kids need a voice also actual change. I'm 35 years old, and these places are still ran the same. I can't imagine the amount of kids/adults that have been harmed since I was in a residential place for "troubled" kids. The memories/nightmares never leave you from these places. Syphilis has a lot of side effects, if the bacteria gets into the central nervous system you can develop a condition called neurosyphilis, symptoms include headaches.
