That was a great video. Thank you! My question is related to self-employed people (specifically uber drivers) who lost a significant amount of their income due to COVID-19 and do not make enough to pay rent, groceries, etc. If they still make any income, are they ineligible to receive CERB?

Sir. I have a specific question. I had an interview in the beginning of March and the employer liked me. But before they could give me an offer, their recruitment was put on hold. I have an email from HR which says that they really liked me and they would like to move to next steps but they have been asked to put the recruitment on hold. They have also mentioned that they will come back to me for next steps once they have a clearer picture. In such a case do I qualify? I meet all other criteria.

Hi . Thanks for the video. I have a question regarding income earned during CERB . Let’s say for instance an individual is not laid off and has taken job protected leave to take care of the kids due to day care closures since April 03,2020 for the period of 2 to 3 months . But that individual would be receiving the pay cheque on April 15 2020 for the period worked from March 16 to March 31 2020. In this scenario can that person apply for CERB in April period I.e. from the second set of 4 week period or whether that person has to eventually wait till end of April and apply in May 2020 in the third set of 4 week period. Your response on this would be highly appreciated
@YouCounsel

That person should apply for 2nd 4-week period onward and don't need to wait till the end of April/May to do so. As stated on the government's website, if you are "expecting" no income, you can still apply.

Hi thanks for your response .. So as per your response if that person apply for CERB in the second 4 week period , he/ she would have already received income credit on April 15 for the work done during March 15 to March 30 . But the eligibility says that there should not be income received during that period . How do you view that particular scenario ? Your views pls on that

How does the #CERB pay work for the Good Friday holiday? Despite being laid off, some employers are still paying out the stat holiday pay to employees. So would that count as income those employees have to report and therefore get disqualified from collecting CERB for that time?

So the mean if i got a paycheque last week (April 3rd) for the last day i officially worked (March 14) does that still mean i can apply? I think you are eligible for Period 1. You have to be without work for 14 consecutive days in that period. Your 14 consecutive days are March 29 - April 11. April 11 is the last eligible day of Period 1. (March 29, because pay periods start on Sundays and end on Saturdays). So you are eligible for Period 1. (oops, missed the ROE info. Without ROE, you are not considered laid off.)

Firstly, thank you for such a detailed video. I gave a query tho. If a Permanent Resident has earned more than $5,000 in 2019. However that individual did NOT work in 2020 as he was out of Canada as he got married. He returned to Canada 2 weeks before 14 March 2020 and was actively seeking for a full-time opportunity and then due to the COVID-19 situation, since almost everything got locked down and he is jobless and looking for work since then. Is this individual eligible for the CERB ? Because the statement says that “ If you are looking for a job but haven’t stopped working because of COVID-19, you are not eligible for the Benefit. “ What about someone, who is looking for a job and is unable to work due to the industrial economical crisis as result of lockdown as well as due to the health risk factor & have earned $5000 as well in 2019 ?

Hi, I just wanted to make sure before I apply for anything... I am getting laid off tomorrow (April 12, 2020) and my manager told us that we will receive our last paycheck on Friday, April 17, 2020. Also, on Friday, April 17, the company is directly sending our ROE to Service Canada. My first question is: Should I apply for EI or CERB? Second: Should I apply tomorrow (April 12, 2020) or after my last paycheck (April 17, 2020)? Third: What do they mean by ''Who are or expect to be without employment or self-employment income for at least 14 consecutive days in the initial four-week period.'' @t - Ex. I would apply after my last paycheck (April 17, 2020)... should I count 14 days before April 17? and if I were to apply on April 17... does that mean I need to apply on May 1, 2020? I am just a bit confused with how everything works and do not want to make a mistake of applying if I am not eligible. Thank you!

1. CERB 2. Apply tomorrow (your paycheck on April 17 is for services before April 12) 3. First 4-week period has already passed (March 15 to Apr 11), so this doesn't apply to you. Your income has to be zero for the 4-week period starting April 12. Although, I understand that requirement is expected to change tomorrow.

This was the week of March Break, so at the time the CERB was not available so I got some part time work, at a local grocery store. This is not my main source of income, or my regular job, I just stopped working today because I just found out about this, and I can’t be working in the frontlines because I can’t get my brother in law sick. Can I still apply? Or did I shoot myself in the foot working at the grocery store. My employer said he can write me a note saying that I can’t be working in frontline due to personal reasons. Would this be enough, today was my last day so when would I be able to apply? Thanks

Here's a unique situation. For part time teachers that have a contract that covers 12 months, but they only work 10 months. Their pay checks are averaged over 12 months for the convenience of the school board, otherwise it would be an administration nightmare to lay everyone off at June 30th, ROE's, stop the direct deposits, then hire everyone back Sept 1 and restart everything. A friend who's checks are just over $1000 for 12 months, is not eligible for CERB, however she is not working for June and July. This person also has a full time business that is shut down due to Covid, but because of the $1000 per month from her part time job - she's not eligible for anything, but has completely lost her full time income from her business, and has business expenses. She's barely getting by. Is it safe to safe that she's not working for June and July, as those pays belong to the other 10 months of the year. This is a unique situation and beyond the scope of the customer support.

It is possible to argue that the payment received during June/July is for prior services. But i can imagine this being an uphill battle with CRA considering her payroll records would likely not explain this reality.

Hi there, I made over $5000 last year, and my job closed down on Jan 1st 2020. I got a job on Jan 4th, but this February 1st I was let go of a new job within 3 months from a job. (they overstaffed and let half the people go)

So technically, do I not qualify for CERB?

CERB Eligibility Question I am a Canadian PR who was working as an Outdoor Professional for a season in New Zealand on a Working Holiday Visa. Due to the COVID-19 outbreak, I was to be laid off as the entire country went into lockdown, and virtually all businesses in the tourism/hospitality sector have shut. Originally, I was on contract in NZ until June 2020, and the contract has been terminated due to COVID-19. Heeding the governments call, I decided to relocate home to Canada while flights, borders, and options were still open, and to not jeopardize a summer contract I had in place here. Being an international arrival in late-March, I had to self quarantine for 2 weeks, preventing me from trying to find employment here. I am currently unemployed. I also had accepted a contract position for summer work here in Canada starting in June 2020. (I intended to be working in NZ until June, and then come up here for the next gig.) Am I eligible to apply for the CERB? I am currently renting a room from some old colleagues, and my income has been severely disrupted due to COVID-19. I meet all the other requirements (over 15, currently reside in Canada, had over $5000 in income last year on a Canadian tax return return) The benefit states it is "for those who have stopped working because of COVID-19 or are eligible for Employment Insurance regular or sickness benefits; (I have stopped working due to COVID-19, but it was for a contract in NZ). (#) who had income of at least $5,000 in 2019 or in the 12 months prior to the date of their application; (True.) (#) who are or expect to be without employment or self-employment income for at least 14 consecutive days in the initial four-week period. I am expected to be without employment until at least June, when my signed contract was supposed to start. I have been unemployed for 14-days due to the government-prescribed travel quarantine. Any insights appreciated, Thank you all very much! Stay safe, stay healthy.

As per the government website, the income does not have to be earned in Canada, but you need to reside in Canada. Since you had earned your income in NZ (which is fine) and you are back in Canada, i believe you should be eligible for CERB.

I work for a small company. Right now it's 2 employees and 2 owners. I'm one of the 2 employees. But since November my hours have been drastically cut not due to covid but due to the assault on the vape industry. I have had lung surgery and cancer, I also have emphysema stage 2. Our store is now closed on the front but we have online services and delivery. I would like to self quarantine due to being higher risk. My question is now can I choose to self isolate due to health concerns and being higher risk at getting covid 19 and having more serious respiratory effects from it. The company will run without me.

Hi, I am an international student. I work part-time on-call basis in a security company. Also, work at one restaurant as per the availability of shifts. Due to COViD 19 the restaurant has entirely closed. Whereas the security company is still running. However, due to COViD19 our available shifts at security company are decreased. Not everyone is getting enough shifts. I am not laid off by the security company. However, I am hardly earning any income. Am I eligible for the CERB, if my income is zero dollars but not official laid off from one of my employer company? Please kindly give your advice. Thank you.

Hi Counsel, My wife was let go due to Covid on March 31,2020 and we applied for EI on April 3 2020. Is she eligible? She checks all the boxes but we are confused about the 14 days no work before you can apply. Will we EI application be processed under CERB or will it recognize as EI because she was only out of work for 3-4 days before applying?
@YouCounsel

First, since she has already applied for EI, she doesn't need to reapply for CERB. Second, her EI application should be automatically processed as CERB. That said, you are rightly confused as she doesn't qualify for CERB in the first 4-week period. So, would she receive any E.I. for period March 31 to April 12 before her CERB kicks in? I don't know the answer, but i believe she will be compensated by one or the other.

The requirement is 'residing in Canada', so filing Canadian taxes but living abroad may disqualify a person. The government will issue CERB now, but will verify eligibility later.

I haven't received an Access Code or any confirmation letter through the mail notifying me that they are processing my application. But, I did receive an email from Employment Insurance (on March 18th) regarding them subscribing me to a 'Job Search' website. By them sending me that email, would that be confirmation enough that they have received a completed application from me? I just need reassurance because I am worried. So, an answer would be appreciated. Thanks.

Hi Amer ty for video I have a question and I think you are probably the most qualified person to answer it: I applied for ei because i was quarantined due to covid19 (directly related to covid applied & after march 15th) I just got approved April 7th on my EI claim but im only elligible for = $379 per week after federal tax deduction I want to apply to CERB because after doing the math, the federal tax that I have to pay on my tax return next year for CERB will be about $22 on every $500/week Therefore I will receive + $408 MORE a month on CERB than I would on EI. So how do I proceed to do that, do I call and terminate my EI claim (I haven’t filed reports for it yet just got approved) or can I just go ahead and apply for my CERB and claim the amount I receive from CERB on my EI biweekly reports so that I will have my EI available after my CERB is over? Im not even sure my CERB application will be processed if I have an EI claim so if I terminate my EI claim will that allow me to apply for CERB? thanks for your time:

I was asking Amer not you. I know all of what you said. I qualified less than $500 a week, Ei claims are suppose to par with CERB $2k a month... My EI application was directly related to Covid So I should be getting the CERB benefit. I will terminate EI and apply for CERB. I havent received any benefits from EI yet because Im waiting to file my first report since Im getting shorted so much $. SO i want to apply for CERB

Since you applied for EI after March 15, I don't understand why they did not process your claim for CERB (instead of EI), as they have clearly stated on the website. For this reason, a phone call to Service Canada/CRA is probably the best way to get this sorted out. Considering that you have been approved for EI (although you haven't received payment), you are ineligible for CERB. I won't recommend terminating your EI to apply for CERB.

You Counsel Thanks. Tried calling ServiceCanada 1-800-206-7218 constantly getting the busy dialtone the last two days and online there is no area where I can write a personal message anywhere that I can send to them even in EI reporting section. They should have a comment box allowing you to explain some discrepancy or have live online chat, but I get it they are swamped. I noticed that whoever finalized my claim pushed my claim start date back one week which would put my claim before march 15th (8th to 14th) to include the full week that I worked which is strange. Them pushing the start date of my claim 1 week back means that I became elgiible for EI prior to March 15th, and therefore my claim will be processed under the pre-existing Employment Insurance Rules. Now im about to begin my Ei reports for March 8th to March 14th March 15th to March 29th However I worked the full week of March 8th to March 14th... It also Shows that on my ROE which is posted on MyServ Canada so Im Baffled. What do you think I should do here? Should I submit the report of me working and earning money that week as I had (yes im tempted to falsify since someone weaseled me out of CERB)...would it make any difference to them seeing that I would qualify for $500 a week equivalent to CERB? This seems like a weasel move by someone working at Service Canada to push my date of eligibllity 1 week earlier when that prior week i had worked, and being eligible 1 week before pushes my application back to before March 15th therefore excluding me from receiving CERB benefits (haveing a benefit rate of $500 a week). Tried calling them going to keep trying, but really like to hear your insight: do you think that if on my ei report I reported that I worked prior to 15th it would signal someone on the other side to say hey he qualifies for the equivalent of 2k a month on CERB therefore he will receive $500/week?
@YouCounsel
@YouCounsel 4 жыл бұрын
Please check your ROE carefully about various dates, especially the date that states, "the last date for which paid". There may have been in error on the ROE. if there is an error, ask your employer to issue a correct ROE and resubmit to Service Canada. I don't believe EI claims are processed manually by agents. Also, you should correct report your work dates in the report you submit to E.I., so this can be fixed. Unfortunately, this may take some time to get resolved, but I don't recommend that you cancel your E.I. to apply for CERB.

So will be filing my weekly report tomorrow and should receive another payment after next week. Minister of Employment Carla Qualtrough's Segment on Global News has cleared the air completley & talks about how most people who thought they received double payment when Applying through EI were automatically sent benefits that they qualified for but never received until they signed up to MyServiceCanada, (Although I cant think of an additional 2k people qualified other than perhaps backdated GST payments). Anyways: Those who are not eligible for EI apply who meet requirements apply through the CRA & will receive their CERB payment $2000 and deal with that side & Those who are eligible for EI apply thru Service Canada and receive their CERB payment of $2000

Subcontractors are mostly self-employed. Not much changes if you have small corporation. If you meet all the other conditions ($5K earning, zero income, cessation of work due to COVID-19 etc.), you will be eligible for CERB.

I don't know for a few reasons. First, did your part-time employment end "due to" COVID-19? if not, then you are not eligible. Also, even if you were eligible, I don't know whether you can received CERB in addition to CPP disability.

I doubt it would have any impact on your spousal sponsorship application. CERB is not like welfare. But please check with an immigration lawyer to be certain.

I got laid off on the 17th, and applied for EI a week later on the 24th. I just received my access code today, on April 3rd. Am I supposed to fill out the biweekly reports or wait until CERB comes out? I hardly made any income at my job, and would (obviously) prefer to receive CERB benefits for the time being instead. This is all so confusing; it feels like we're all being led in the dark with no guidance or explanation. Does anybody know what to do in this situation? I thought those who applied for EI after the 15th of March would automatically be transferred onto CERB. I should also add that in my information portal in EI, it states "Type of Benefit: Emergency Response Benefit", yet it still asks me to fill out a biweekly report as if I'm on Regular EI Benefits.
@YouCounsel
@YouCounsel 4 жыл бұрын
It seems like you have been approved for CERB (through the EI application system, which is what the guidelines suggest). Please make sure to fill out your bi-weekly reports, as EI regular benefits would run longer than CERB. Also, remember that people who are applying for CERB will have to reapply every four weeks. You wouldn't need to do this.
@fraserpaulina
@fraserpaulina 4 жыл бұрын
You Counsel So, if I complete the biweekly reports through the EI portal, it will reflect the CERB amount ($1,000 biweekly) for the first four months, and then switch over to the EI income amount?

Hey did you submit your reports? I'm in the same situation. I applied on 25-Mar under regular EI and received my access code today. Should I submit my online report or should I reapply for cerb? If I submit my report now, wouldn't my payments be in accordance with regular EI ? (which btw is way less than the 2000)
@fraserpaulina
@fraserpaulina 4 жыл бұрын
Shiva Kumar I’d recommend checking on your My Service Canada account under one of the Payment tabs to see which benefit they assigned you onto. Mine says “Type of Benefit: Employment Insurance Emergency Response Benefit”, so I’m confident they transferred me onto CERB. If yours says “Type of Benefit: Regular”, then they haven’t transferred you onto CERB. Since mine is most probably CERB, I filled out my biweekly report, and I’m now waiting to get my first payment next week. It should be $1,000 if all is well, since EI pays you every two weeks - not every month like the CERB program is supposed to.

@@YouCounsel But for me that's the first period. If you look at all the periods you will see that they go upto October. Which means many people will apply in one of the later periods as their first period. Otherwise the 4 months would end in July for everyone.

There are 7 eligibility periods (go to www.canada.ca/en/revenue-agency/services/benefits/apply-for-cerb-with-cra.html and scroll down to "Eligibility periods"). For whatever period you apply, you have to be without work for 14 consecutive days inside that period. The first period is March 15 - April 11. If you have been without work between March 22 (your first eligible day) and April 4 (14 days), then you are eligible.
