I'm a bit confused by the ROE in this fight. Is the standard for engagement just that they're approaching Air Force 1 and that's sufficient to warrant shooting them down? Or is there something else I missed? I'm sure there are some pretty heightened measures to protect the President, but I don't know how extreme they are.
