Balloons are difficult to spot visually, if they are at any significant altitude, and white balloon in a cloudy sky is very good camouflage. Computer enhanced Radar has a tendency to ignore objects travelling at slow speeds, such as flocks of birds. Also, the balloon itself is Radar absorbative, and only the package would be detectable.
