The two prerequisites are as follows: - Your team first completed two of the three feats of strength - You personally have completed at least two legendary items in your inventory. Then the game will allow you to purchase the tier 3 boots for 750g.

15:10 I think a suitable time to upgrade boots would be after the 3rd item. The kiting strength is underrated imo. The upgrade gives you 10 flat movement speed and 10% on hit for 2 seconds.

Hubris might be better or at least an equal alternative in some matchups, but you can't go wrong with this build.
