Elevation of Tampa is 45 feet, 15 feet surge will be hopefully hardly noticeable.

Add to that surge another 18 feet from the storm waves. (this was 200 miles out so they will probably be a fair amount more as it gets closer to shore) Any low lying area is in danger.
