In this video I answer an email question from my new best friend regarding what frequency he should use to transmit on with his Baofeng UV-5R that will not get him into trouble with the FCC or attract any attention - So i explain the different frequency ranges and frequency-bands that most hand-held radios like the Baofeng UV-5R radio can transmit on which are ham, GMRS, LMR/Business frequencies, and MURS. I also mention CB radio and its importance.

The communications ACT of 1934 governs commercial use of radio. 47 U.S.C. 153(39) defines "Person" as an individual, partnership, association, joint-stock company, trust, or corporation, which are legal entities. Are you a legal entity? Title 47, Chapter 1, Sub chapter D "Amateur Radio Service" is governed by 47 U.S.C 151-155, 301-609 unless otherwise noted. They leave out the definition of person on the amateur radio licensing documents because they are duping the stupid and ignorant American public. Unless you are a legal entity as defined by 47 U.S.C. 153(39), then you don't need a "license" to exercise your right to use the radio spectrum for non-commercial and non-harmful use.

I setup a makeshift repeater from 27.405 Mhz FM to 467.5875Mhz FM. It ran for about two months before it broke down. People ran into it by accident and it became very popular. It was made with junk radios I had laying around and cut antennas that I made out of worthless wires. When the junk finally broke down, people were still trying to get on it for communication. There seems to be a big interest in cross band, nonlicensed band repeaters. The CEPT Citizen's Band to Family Radio service Band repeater was a successful experiment.

Use LPI signals (ideally with encryption) at the minimum wattage required. Such as freq hoppers or DSSS. Paul here, what are you and Mary doing tonight ?.....(Someone not caring about their frequency useage) There is a good reason why we must not have a casual approach to just using any frequency we so choose. When you spoke of the 8 repeater frequencies perhaps you meant the output frequencies and not the input ones? Transmitting on an output frequency will not trigger repeaters hence the interference with others will be highly localized. Using an input frequency (especially with a tone that may trigger a repeater can be for more intrusive and disruptive to others). USING a MURS channel (ideally with a MURS complaint radio) is likely the best solution for people who just want to talk locally to another and not have to get a license or operate illegally or annoy others who are. Also being VHF MURS generally will have better outdoor propagation than GMRS which is UHF. For handheld radios the reduced power of MURS will have less impact than using a higher efficiency well tuned antenna. Or as you as a radio professional would refer to it as as may or more “Fars”.

I often hear businesses on murs, usually drivethru windows or staff at walmart running around a radio on their belt.

Australian CB radios (467 MHz) use FM and marine radios can be used away from major waterways. These radios have antennas that can be mounted on just about anything, often without a ground plane requirement, If you are willing to spend money. Marine radios just works.
