I would think his back story there is that he was raised when San Andreas was under a social collapse from the crash of 1974 in the gta universe. It would add why the major cities are very crime ridden and also why the gta games doesn’t set outside its major cities or San Andreas. Because the middle America devolved into the Wild West and overrun by the drifting gangs called nomads. Like those tribes you seen in the mad max series. Heck carcer city is runner like an anarchy type near abandoned city. The collapse killed Carcer City and devolved into that setting in Manhunt. And despite how dangerous those cities and San Andreas can be; at least it ain’t over run by Wild West trucking gangs. They would shred even the Ballas and Vagos. Despite their high numbers.
