In principle, you can use more than one competitive strategy. In practice, however, it my be hard to optimize your product/service and communications for multiple strategies. Nad, the same applies doubly for customer segments. If segment A gets a message optimized ofr segment B, that could undermine, rather than boost, you marketing. But, never say never!

How do we link this with the 4 Ps? Are the 4 Ps types of marketing strategies or just principles to base strategies on?

The 4Ps are the marketing mix - the gifferent generic strategies for promoting your brand or product. But they are not enough (even in combintion) to deliver your whole marketing strategy.
