He's only talking about government names not nicknames. A popular nickname among black people is Peanut. If you say 'I saw Peanut earlier' more than likely the response will be something like 'Big head Peanut?' Then you'll have to say something like 'No cockeyed Peanut' or ' stank breath Peanut'.
