The only thing that might keep that from happening is the fact that the first one had a pretty grounded feel. If they go with Killer Croc, it’s gonna be a lot more CGI heavy and a lot more loud. If they do it right I wouldn’t have a problem with it. Personally I’d love to see Hush, Mr. Freeze or the Court of Owls

Batman is the exception to superhero movies, and exempt from superhero fatigue, because he's just as much a detective as a vigilante, which allows his adventures to be on a smaller, non-world-ending scale, which is what keeps them interesting. Neither the Batman nor the Riddler were super-powered in any way -- they were just two smart guys trying to stay ahead of each other. I'd love to see them employ another villain who has good cause (or, more accurately, a good excuse), but I doubt they could give us Poison Ivy or Mr. Freeze while still keeping it as grounded -- as conceivably possible -- as the Riddler had been. So my expectation is they will instead bring out two villains trying to fill that aforementioned power vacuum, with the most likely culprits being classic crime boss Penguin vs. terrorizing Joker. With maybe the former employing someone who can be a physical match for Batman like Deathstroke or Bronze tiger, and potentially also have another moment where a bad guy wins since it was "Nothing personal" and they did get paid before the other two villains got thwarted.

If the city is flooded, Mr Freeze would be a great villain. Finding a way to add more misery by freezing the water and bringing more chaos. Let's face it, the last movie version of Freeze was a total shitshow. Bane got his renewal under Nolan, Freeze deserves a better portrayal as well.

Batman: he has to face off against Andrea Beaumont. She could help him build that playboy persona in public, and face off against him at night as the Phantasm. She's also never had a live action adaptation, so it would be amazing to see it. (Love triangle as Andrea-Bruce-Selina AND Phantasm-Batman-Selina, where Selina and her could have bonding/crush moments when they're both not involved with Batman). Name of the movie? Batman: Phantasm. Or, The Batman II: A Tale of Gotham.
