Another thing that can be a problem is sidewall deflection. If you have a tire with too much wall or a wheel that isn’t centered in the wheel well, the deflection can cause rub. A low tire can shred a fender.

My first car was a 1978 Monte Carlo. This was in 1991. Back then in the south Florida high school, the G-Body cars were popular, more so as low riders. Ok the back story is there. I had my 1978 MC slammed and I had 15x8 reverse (offset) KMC Spoons on 195/50/15 tires. Back then it was the only way to get the proper stance on a G-Body low rider.

Okay so if the wheel has a “0”offset & backspace of 4.4 inch’s what size & width is the wheel you have there? My other question is, if I was to purchase me a wheel that’s 18x8.5 for the front & 18x9.5 for the rear, but I want my wheel to stick out of my fender close to half way with a 4.5 backspace what wheel size should I get & I always see a lot of +22 +30 15 or 20 without the + how do I know it’s a negative offset if it doesn’t have a - beside it?

back spacing always looks better. Originally when mag wheels were developed that was the look everybody wanted. I think wheels with no back spacing are a waste of money. I don't like that look at all. I think that's a factory look. Also, the reason everybody wanted mags was they wanted to increase the width of wheels. Tiger paws were one of the first wide tires and then Goodyear custom wide treads. And with new aftermarket fender flares everybody can go wider.
