If it were up to me, I’d write a band of brothers/ pacific type show that displayed the perspective of a rebel commando and a stormtrooper. Their reasons for joining their sides, their bonds (or lack thereof for the latter), their battles and what happened to both after the empire collapsed. The duality of war based on the soldiers we see in the backgrounds of the heroes and villains.

Tarkin can definitely relate to Kallus who also came from Coruscant and went through the ranks. It's definitely harder for Tarkin to forgive himself than it is for the rebels to forgive him for his part in the Empire's invasion of the planet.

Can stormtroopers resign? Can stormtroopers refuse to reinlist?

They are conscripted for the most part. Refusal to comply with the Empire would most likely result in blood reprisals like subjecting loved ones to being held hostage or worse.
