As a Bowser player I can confirm there is basically nothing you can do. If they're shino stalling correctly, then anytime you get close all you can do is shield and consider how long it takes to get there and pull up ur shield with Bowser's movement. They can easily mixup the shino stall with either a ledgehop grab or retreating fair back to ledge. Gameplan? Crouch at ledge. Bowser has incredible CC so if they retreating fair you could MAYBE punish them returning to ledge with an ftilt at low percents but that can be unreliable and becomes impossible as your percent goes up and you take more knockback. The other option is to shield but you cant really punish the Sheik fair because an aerial takes forever because of jumpsquat and a grounded move (like an ftilt) requires you release your shield which takes ages, more than enough time for sheik to grab ledge again. Only hope is if they try to ledgehop grab you could either read the SPECIFIC MOMENT THEY LEDGEHOP OVER CONTINUING TO SHINO STALL (pretty much have to read the entire library and put it back) or up b as soon as they're about to grab you since bowser has intangibility for the first 4 frames of up b, by the time its hitbox comes out on frame 5 sheik is still in the grab endlag, so if you timed it well then you could have the chance to get a punish. A whopping 15% at most. Now try getting 10 of those at the minimum, especially when up b is stale and Sheik releases that they can just retreating fair to ledge with 0 consequences. P.S Microspacing also doesn't work because of Bowser's big hurtbox.

I'll just add - I used to play at Rutgers back in 2005-2011 era with a pretty strong group. M2k was part of that group along with doyoung2win, rot8 and a few others that still play. I mained Peach and was the only one who didn't wavedash as well (though peach arguably doesn't need to as much). We had a really great community and lots of local tournaments. I got second place in the largest one we had, losing to doyoung2win in the finals. Those were the good old days. I've beaten M2k before many times, but now I doubt I'll be able to take a stock off him -1derJim
