I mean it makes sense. It would cost them to much to hire the VA just to record some new voicelines everytime a champion get released. Cuz VAs are not permanent workers there. So that's why new voicelines are only exclusive to legendary skins or reworks/ASU.

Unrelated spit-ballin, if garen gets updated it should be a volibear rework where only small aspects of his abilities are change but his lore is completely overhauled since we all hate his character and lore

I like his character and lore. I love how he knows how Demica functions is wrong but he loves it too much that he acts like it is not. Still he is but a human and simple love can make him act against his country like how he keeps quiet about lux and katarina(its still cannon right? I stopped reading after sylas came out :/) His god king skin also show how he would be if the love for Demica was increased drastically. At least those are what I feel about Garen so I think his lore is quite good. I would change Xins or Jarvans lore rather than garen, Xin feels like he doesn't exist while Jarvan is... let's not talk about it. Since Sylas(and with him the fiasco of a story) came out it probably won't happen though.
