Cop is panting from the adrenaline shocking his system, he's trying to take down a felony fleeing suspect himself with no backup, good chance this is the first time he's ever done this, trying to remember his training and apply it to the situation to do it right and not get killed and _also_ not violate the suspects rights and get the case dismissed or himself fired, while also watching his surroundings to stay aware, and all the loafers sitting at home can only find things to criticise him about. Because hindsight is perfect, easy to see exactly what you should do sitting safe in your chair eating pizza rolls and drinking soda, watching some amusing police videos. I say he did a great job.

Yes, but A. Cops don't specialize in rescue, FD does, B. FD typically doesn't have to also worry about the occupants trying to kill them at any moment, about having to control and detain them once they get them out. If I was an officer and I saw a rolled vehicle, I would also immediately assume the window was going to have to be broken, and start from there. I wouldn't waste time thinking "will, unless the doors open, let's try that first and if that doesn't work we will try to break the glass". Right now he is 95% focused on watching the suspect and getting him safely detained

Don't work with modern glass. All post 2016 cars in the US have laminated safety glass front windows. A simple breaker won't work. You need a special cutting tool to cut the glass out of the frame, or just brute force. Because someone in the bureaucracy figured the risk of getting ejected was worse than the risk of being trapped inside the car when the automatic door locks and unbreakable glass won't let you get out. Funny how every other thing in the US comes plastered with warning stickers, but they don't bother telling the average driver that there is no way they are going to be able to break the glass to escape if they go off the road into water. You would think that would be worth mentioning somewhere so people know.
