The persistent whistling, which one man described as similar to subway screeching, that neighbors say is coming off a Cobble Hill building has led to a flood of 311 complaints. The building said whistling is not uncommon for new buildings, but has an idea of what is causing it. NBC New York’s Erica Byfield reports.

This is what happens with new buildings. They build them so quickly & so cheaply. Mine is a new building but the walls have no insulation! Of course I wasn't told that when the realtor showed me the apartment when it's normally quiet!

The sound wave was set up by securing railings to the structure; like stringing an instrument: the structure is rigid and the bars suspended between their fixtures collect vibrations harmonically. A rolled up towel stuffed under the balcony bars would absorb the vibrations; the sound builds on itself across the whole balcony setup, increasing the volume with every next section of bars, so between each post, wedge a soft medium in to dampen the oscillation.

It's the railings. I get that noise from mine when it's super windy...luckily not 24/7 like this place. Maybe they back it with plexiglass to stop the airflow.

Lol, you should come to queens I got a 5 o clock air raid alarm that wakes up the community. My neighbors like it tho since it helps get everyone up early as possible.

I was being told by everyone in Los Angeles, Yucca Valley etc.,That it was all in my head and others would tell me that I was to sensitive to noise and know I come across this news., Therefore, should I be worry about Los Angeles County and Yucca Valley noise, pollution resistance.,

I have a sax player neighbor in Prospect Heights who has improved actually It’s loud but it only happens during normal hours There is this smashing sound that I cam hear in the near distance and my building shakes It’s bizarre It sounds like a huge compactor or dump truck crashing It can happen at all hours of the night Can’t figure out what it is It’s not like it’d be construction on Sat or Sun at 3am. Stumped. This whistling must be awful It must drive dogs and cats nuts!

The New York Accent (NYC Dialect) will soon be a thing of the past. Very Sad indeed. All you hear is Upspeak and Vocal Fry ..., Even from the younger generation of folks who were born and raised there.

@@lwrncjms ..., Thanks to Technology (The Internet and UnSocial Media) and those Scumbag "Accent Reduction Coaches" Not Only the NY Accent, But the Boston/New England Accent, Midwestern Accent, Etc are eroding away like the sand on a beach. For the most part, people 30 and under barely have a discernible regional accent any longer. Very Sad indeed.

I didn't believe the wind is the reason for the noise, some people are using a grinder or a metal latte. And using an apartment as a factory or something like that. Neighbors must create a commission that go in company with the authority to inspect the building

There's also a huge problem throughout the city with self - employed handy workers who work from home doing all kinds of household construction work inside their apartments. They spend all day using power tools and hammers just being a menace to their neighbors. Channel 4 news and the mayor should look into that as well.
