There is some breadth of opinion on most intelligent in the DCU, but most agree on Holt bein #3. I'm comfortable with the opinion of Luthor being #1 and Ray Palmer being #2.

ok, ray palmer #2 isn't a bad idea. I looked for the data on the web and took an average of what the DC comics sources said. But of course, it's relative, I could be wrong. so... you leave bruce out of the game?

I'm looking at some of my own preferences on this. A weird list I saw on CBR had Palmer at #1 and Luthor at about 7 or 8! Years of the comics touting Luthor as #1 felt more credible. The same list called Batman at #5 which seemed like a rational call.

In general I like the original characters more, the second or third ones never convince me, but I didn't know the first Mr. terrific. and to be honest, now that I know him, I prefer this one

Yep. If he was written correctly then he would’ve been running Team Arrow. He also would’ve been more assertive, capable, and sure of himself. Not the weak wimp we got in the show to prop Oliver up.
