When you asked if any normal mage who had not achieved CHIM could speak telepathically, the answer is yes. The dwemer could, and certain master conjurers could, like the dunmer mage who traveled oblivion. He spent the entire time telepathically communicating with his apprentice.

You mentioned the Dwemer and how their disappearance may be that they reached CHIM. There is a quest in The Elder Scrolls V: Skyrim where a member of the Mage's College of Winterhold named Arniel Gane is doing research on the disappearance of the Dwemer. Within the quest, you go out and run a few errands for him and eventually, once you finish with all errands, he reveals his work to you. Long story short, at the end he disappears mysteriously in an explosion, much like the Dwemer did, after striking a warped soul gem with a special dagger named Keening. As reward for completing this quest, you get the dagger along with a novice conjuration spell called Summon Arniel's Shade. This spell is, as already stated before, a novice level conjuration spell that costs 0 magicka. The spell requires both hands and is a very quick charge. Once you summon Arniel's Shade, the shade itself is a very powerful shade that cannot be harmed, however is only on Nirn for a minute. Anyways, with that being said, is it possible that Arniel Gane has reached CHEM as well seeing as he disappeared almost the same way as the Dwemer did and left the Dragonborn with such a somewhat powerful conjuration spell (also given mysteriously). If the Dwemer did in fact reach CHEM then it's quite possible that so did Arniel Gane. Please, please do read this comment and do a video (if you haven't already);both the disappearance of the Dwemer and Arniel Gane as this would really enlighten me.

I believe it’s a high possibility that the Dwemer reached CHIM or 0 summed but I agree with the last dude, that Arniel gain definitely Didnt achieve CHIM and understand the dream and the godhead by striking a warped soul gem. The Dwemer used weapons so powerful you needed a just as powerful gauntlet to wield them and were messing with the heart of lorkan the literal heart of nirn and also had telepathy so it makes sense that they might gain the knowledge of the dream and be able to share that knowledge through telepathy but arniel gain was able to bare hand keening because it had lost so much power over the centuries, and just used a warped soul gem, so on such a small scale I doubt he Achieved CHIM, although this does leave explanation for why u can summon him to mundus, great ideas though

I think psijic order uses the power of Lorkhan. they can manipulate powers of nature. lorkhan made nature basically. he created the planet, he probably is the planet, or trapped inside it.

Daedric lords can do telepathy. maybe some demons too, i am not sure. but if they found a way how to replicate that, maybe in order to communicate with lorkhan... hmm? or maybe he taught them how to do this. people in akavir have a similiar thing, they can also use magic without using power from other planes (does alteration do that too?). so i think that psijic order and akaviri use powers of Magnus and Lorkhan. Magnus left to the void when Lorkhan begun construction of Nirn. And just like Nirn, Sun (AKA hole that Magnus made) limits unnatural beings. so they either had their own theories- Magnus simply broke into the void and left material plain, while Lorkhan tried to do this for everyone (Sithis is Aedra, so she must have used this way, to get to the void. and those who will be killed in her name will get there too). OR they were acomplices and they were the architects of the universe. because Psijic order has great interest in artefacts of Magnus - God of magic, so they must have a connection to him. And because Aedra constantly try to destroy Lorkhan and his creation. NO S**T - akatosh made alduin - alduin was supposed to destroy the world. Aedra made elves, or elves were once Aedra and they also want to destroy Lorkhan. AND if Magnus is the most powerful daedra, he will try to stop them. Elves also treat him in a similiar way to Lorkhan. So I think Magnus is the protector and acomplice of Lorkhan. using daedric lords as his pawns, so that Aedra are distracted from the real danger. Akatosh was distracted by Dagon, while new dragonborn (guy who is supposed to kill Alduin-world devourer) was about to appear, just as Alduin, just as elves pawns of Aedra were to remove Tiber Septim (also dragonborn) from the memory of man. This explains why daedric lords try to help the player, because they want - Alduin dead(skyrim), Akatosh distracted(oblivion), Lorkhans' heart finally safe, deep under lava, where nobody can reach it(morrowind), they want Numidium, to never awaken again(daggerfall), Septim bloodline to continue, so they can distract Akatosh when the time comes(arena).

OK, I just thought of something. could the psijic order be somewhat evil? now hear me out, u urself say that they can see into the future from halfway around the world, but don't u think they could have saw the oblivion crisis coming? or even TRY to stop their former rouge student, who knows all of their secrets and wants to pretty much destroy the world. like y is it that this one relic in skyrim makes them raise a finger. just a finger though, they knew the eye of Magnus was in saarthal, they knew that it was immensely powerful, and they knew ancano would try to use it to try and... do whatever he tried to do. y not try and help the nereverine defeat dagoth ur. or maybe stop the dwemer from possibly commiting the first and probably last genocide/suicide. or y not try and help the nords defeat alduin from destroying the world! like I understand that there are implications to changing the future, but anyone who has morality should feel an obligation to warn the world when some major cataclysmic event is gonna happen, like the oblivion crisis. and they do absolutely nothing. and I just thought of this, what if the psijic order orchestrated these events? they have had contact with daedra, whose to say they didn't go to mehrunes dagon and convince him to invade, telling him that his victory was assured. but when it happens, the future changes, and someone ruins their plans. that's y the protagonist always could win, because the psijics changed the events leading up to their original goal. AND, and what if we played into their hands? the psijic order knew all the events from the college of winter hold where gonna happen, so they used us as pawns to get the eye safe, so they can swoop in and say "it's too dangerous for everyone". so what's stopping them from harnessing it to, say, destroy the world? it's just a really long thought I had. I'm sure there are holes in there, but whatever. make more videos like this though, I love them so much!

I mean, maybe they knew the player character was gonna win, but that doesn't mean they can't try and reduce the casualties. same for the dragon event in skyrim, why don't they try and tell people to avoid as many casualties as possible? and y the eye of Magnus? y is it that the eye is the only time they try to interfere? y not tell the hero of katch "oh Martin is in kvatch" or y don't they help the nereverine with kill dagoth ur, telling him directly that keening, redguard, sunder ate here, or there, or something. I just feel like there lack of presence is a little fishy that's all. maybe they don't have to help the player character directly, but maybe inform the masses, help reduce casualties, things of that nature.

What i dont understand is why they dont accept the dragonborn among the ranks because the dragonborn can learn things that takes others decades can take a few days. Not like shouts but magic like the master spells that the girl at the college only knows of and she does not even have the spells yet and took decades to learn that much and took you a few weeks to learn and master so why dont they dont recruit the dragonborn? I'd love for the Dwemer to come back in the next Elder Scrolls game. Here's my plot that I'm making up as I go along. The Dwemer come back, The Psijic Order isn't happy that they left the mortal realm The Dwemer are selfish and foolish, and only care about success and personal gain through technology and the Psijic order desire to horde powerful magic to themselves. And you get to side with one of them or something. That'd be interesting

There are 4 dwemer theroies 1.they were all sent to a different plane of existence, has Lorkan could affect and manipulate all planes 2. their entire race attempted to achieve Chim at once, and zero-summed, forcing their disappearance (this is unlikely as there wouldn't be ANY evidence of them at all 3. They were sent thru time as alduin *this is unlikely as dragons are the sons of Akatosh, the god of time, mean dragons are specifically weak natured and subservient to time* this theory is unlikely because Dwemmer aren't dragons, however it could be possible and 4. the most likely theory and confirmed in a tweet by the old lore writer and Morrowind and Arena this Theory is that the Dwemmer, upon turning the tools upon the gods heart, all fused into the Numidian's skin as lorkan was responsibility for the mortal realm itself, and can easily absorb what he tricked the others to create, this theory is the most likely and confirmed, sadly the most popular is the time traveling theory.

It would been interesting if you could like ask Neloth about the Psijic order, just to see how much he knows about them. Coz he claims to be the most powerful wizard to ever lived. Does that means he claims to be more powerful than the Psijic? Could Neloth singel handling the Psijic Order by himself? Maybe he is old enough to have even spoken with the Psijics. Telepathy or any sort of communication magic. And did Neloth know about the Eye of Magnus too? He must have felt its presence or when the orb exploded and unleashed Magic Anomaly.

I would absolutely love to be a Psijic monk. I love the idea of having practically supreme power over magicka... it's just so astonishing to me. I personally hope that they play a key roll in TES VI. Maybe they could act as the replacement faction for the Mages Guild; kinda like the College of Winterhold was in Skyrim.

How about you do a whole video specifically for Sithis ? He deserves more than a one minute part of a nine minutes video (the dark brotherhood's secrets) since he's the most powerful being in the elder scrolls universe, his only equal is anuei-el but he's just some sort of a force or spirit of stasis without consciousness so let's put him aside.

CHIM is pretty much just lucid dreaming on a reality-wide scale. And regarding telepathy, here are few passages from the lore book, "The Doors of Oblivion". "Conjuration, for the layman unacquainted with its workings, connects the caster's mind with that of the summoned. It is a tenuous link, meant only to lure, hold, and dismiss, but in the hands of a Master, it can be much stronger. The Psijics and Dwemer can (in the Dwemer's case, perhaps I should say, could) connect with the minds of others, and converse miles apart - a skill that is sometimes called telepathy. Over the course of my employment, Zenas and I developed such a link between one another. It was accidental, a result of two powerful Conjurers working closely together, but we decided that it would be invaluable should he succeed in traveling to Oblivion. Since the denizens of that land could be touched even by the skills of an amateur Conjurer, it was possible we could continue to communicate while he was there, so I could record his discoveries."
