It’s because the mod doesn’t remove cores. Like in Ukraine, the Russian SSR has the entirety of Ukraine and Belarus as core states, so they declare wars to take back their cores. The AI probably wouldn’t go back to the 1936 borders if cores were removed, but if the USSR didn’t have Ukraine or Belarus the Germans can only invade through Memel, a one tile border.

It's a very sloppy rendition. For example you need to edit GER-scripted-effects.txt to prevent or alter MR pact (luckily here Russia went for Belarus and Ukraine first, or otherwise the AI would give Western parts of THOSE COUNTRIES to Russia as exclaves). And so on. At least they could disable custom focus trees for Germany (Anschluss) and Japan (Marco Polo incident). Not only because of those events per se, but also because for example Marco Polo bridge and Ichi-Go plan give large buffs to Japan which today aren't realistic anymore. To properly do such a mod and run it, you also need to edit populations, remove/add cores when needed and so on. For example, you can show Russian-speaking territories in other countries not by removing Soviet cores from all other area of such country, but by removing core of THIS COUNTRY on these region to realistically create insurgencies instead of regional casus belli. Etc. etc.
