I'm no mathematical scientist or anything, but, if I'm doing the math correctly, the price of the 21x21 (in relation to the 13x13) should be: 21÷13 = 1.6153846154; (1.6153846154)³ = 4.2152935822; ...so, like, if the 13x13x13 is $100, you should expect the 21x21x21 to be reasonably priced at $420.

Using the right side as an example ("R"), if you're doing an outer block turn (as opposed to a slice turn), it's "Rw" for 2 layers, "3Rw" for 3 layers, "4Rw" for 4 layers, etc. For individual slice turns, I've seen it written as "2R" for just the second layer, "3R" for just the third layer, etc.
