My list for the Frieza saga would be something like: Top tier: Ssj Goku (possibly a tier above based on future Trunks) Full Power Frieza Below that: -Relaxed final form Freezer (only used up to 70 percent of his power before deciding to use his full power, there's a clear change in appearance so I kind of consider them different forms) -Pre ssj Goku (stated by kaio to be actively using kaioken ×10 without looking like it, while the kioken ×20 in this case would be like the kioken ×4 in the saiyan saga, twice as strong but only able to use it momentarily. With Kaioken ×10 he was equal to 25% Freezer and ×20 equal to 50% Freezer according to the Daisenshuu) Third form Freezer lvl: Vegeta with his last zenkai, confident that he's at least stronger than 3rd form Freezer but never really proving much stronger Second form Freezer lvl: -Gohan with his last canon rage boost in the saga saving Pikoro from Third form Freezer and making Freezer wanna use his final form, could only fight at this level momentarily though -Pikoro after fusing with Nail First form Freezer lvl: -Goku with 90k saying he can use up to kaioken ×10, getting to 900k or about the same difference between him and first form Frieza as the one between his kaioken ×4 against Vegeta in the saiyan saga, but just like against Vegeta at this he prolly could just use the kioken ×10 for an instant at this point -Gohan with the rage boost that almost got him killed by second form Frieza. Vegeta admited inferiority to this Gohan amazed by his power and thinking he might even be the legendary super saiyan, and even without the rage boost this Gohan was stated at 200k in the same magazine as Vegeta's 250k -Pikoro after Kaiosama training and before fusing with Nail, at least at 265k -Vegeta before his last zenkai apparently could hold his own against first form Frieza despite only being stated to be 250k at this point in a magazine. He was confident that with the help of Krilin and Gohan being weaker than him they could beat 1rst form Frieza High Ginyu force/top Frieza soldier at that time: -Saiyan saga Ozaru Vegeta, lower than 180k by being weakened, lacking mobility and agility, being a giant target and having the tail weakness -Ginyu, stronger than the 90k Goku that beat his men (not counting the kaioken) and able to switch bodies with that Goku and possibly anyone -Possibly Krilin and Tien considering Ginyu thought Goku wasn't even at 85k when he was giving him a fight, Krilin could cut Vegeta's tail just like he did to Frieza which is a pretth crazy for the kienzan given the power difference Mid Ginyu force: -Yamcha as already explained -Nail stated at 42k by Freezer and having some namekian hax -Reecome beating 30k Vegeta, 14k Gohan and 13K Krilin by himself unlike Guldo, Jeez and Butter were stated about as strong as him, though Ginyu thought Goku could beat them with just 60k Low Ginyu force: -Chaoz as already explained -Guldo was implied the weakest in the Ginyu force and couldn't beat -Vegeta+Krilin+Gohan unlike Reecome and the latter 2 were already giving him trouble and was stated to be much weaker than them without his psychic powers in a guide, but he still would have beaten them 2 with them and they're op -Vegeta with his first and second zenkais would be around here, he said the Ginyu force were at least as strong as him but he had to guess with Guldo since his power lvl dosen't reflect his psychic powers and at the end he killed Guldo so Vegeta might have been stronger than him -Vegeta resorted to tricking Zarbon in his second form to defeat him despite prolly having surpassed him with his second zenkai so I could see them in the same tier. The Ginyu force was stated stronger than the rest of Frieza's soldiers but nobody knew about Zarbon's second form so he might also be stronger than Guldo with it despite that statement Top Frieza soldiers back then besides the Ginyu force: -Zarbon first form with 23k and Dodoria with 22k, both clearly weaker than Vegeta's first zenkai, portrayed as equals and stated weaker than the Ginyu force -Ginyu in Goku's body was said to be at 23k like Zarbon and would've lost to Gohan and Krilin unlike Guldo, though they were prolly stronger by them Saiyan saga Vegeta/Goku lvl: -Cui was said to be equal or maybe stronger than saiyan saga Vegeta. Him and Vegeta seemed to be considered a tier below Zarbon and Dodoria. Right below them: Gohan and Krilin right after their potential was unlocked by the old namekian, stated at 14k and 13k respectively by the daisenshuu and their level kept rising. Together they gave Guldo trouble and could have beaten Ginyu in Goku's body if their feelings for Goku hadn't gotten in the way. Gohan the was strongest of the 2 but also less experienced and trained. Vegeta was so clearly stronger than kaioken ×2 Goku at 16k that these 2 should be a tier below
