Hi there, normally not in the verbal interview. However, you may need to take an assessment test.

So if I happened not to have a trainee license does that mean I'm not going to get the job? I have the interview today despite me sending them my resume.

It just all depends on that pharmacy and if they’re in need of pharmacy technicians. Some pharmacies do hire trainees.

How do you get a trainee license?

Depends on what state you live in. Just Google for example, if I live in Arizona, I’d Google Arizona State Board of Pharmacy. Just put your state in and go from there.
