30+ year North Dakota resident here. It's not South Dakota, for the eastern part of North Dakota it's Minnesota, specifically lakes country. For western North Dakota it's Montana because eastern Montana and western North Dakota are almost exactly the same.

West NY is closest with Ohio and PA. North NY closest to Canada, so maybe Vermont for closest State. East NY north of Putnam county closest to Connecticut. Just my opinion based on living in Jersey and frequently traveling through PA, NY, CT, and all of New England.
