Bohemians are the best faction in my opinion, Adaptation, Equality, Reason link well together and work best and have some of the best tech and law options. Also those cornerstones feel the best for roleplay for me as well

I have survived 20 steward endless runs and the best way I found to best please the factions and prevent a civil war is to promote them constantly. Additionally, it doesn't matter if you are even between say adaption or progress if one is a little more prominent than the other the factions will get upset about it, so my word of advice is to fully embrace adaptation for the Ice bloods, fully embrace tradition for the technocrats and keep a balanced system favoring tradition to please the moderates and keep the Ice bloods as the promonent faction as their hunting ability gives you a free food district.

I think you misinterpreted the extra heat stamps per capita. It seems like you thought it would cost you more heat stamps. It GIVES you more heat stamps (think tax-paying citizens).
