For a Bowser echo you could use Midbus, he was the main antagonist you would fight as Bowser in Bowser's Inside Story. They have very similar body structures and both a have a very brute force way of fighting that are sort of similar. The only thing I'm unsure about is fire breath.

I think Lord Frederick could be a good echo for King K Rool, they're almost the same size. Just change the blunderbuss to the giant horn he uses and have him shoot out ice balls. The thing with the clones not being echo fighters is usually down to the actual properties of a fighter being super distinct instead of minor changes, such as Dr Mario being heavier and Pichu having self-shock.

To be fair, Waluigi is too different from Wario to be an echo fighter. Besides the obvious proportional differences, Waluigi doesn't fart, ride a motorcycle, eat ridiculous amounts of food (especially garlic), or dress up as Waluigi-man. He wouldn't really work.

The rules are loose enough when it comes to adapting EarthBound characters to Smash, so you could make him a echo of Lucas, he looks more like Ness but his abilities are closer to Lucas and just give him his boomerang as his Side B and call it a day.

Not a problem at all, ness and lucas werent supposed to be able use some of the abilities they can use in smash, its supposed to look like as if paula and kumatora taught them those abilities

I thought of a couple characters that might be interesting for the ones you had nothing for. Wario: why not waluigi? If he can’t be his own character, a hypothetical echo for wario works, right? You can even make certain moves act differently, like instead of the special moves wario has, waluigi mimics a few of the things Luigi does like the green missile or the Luigi cyclone. Chrom took one of Ike’s moves, so I don’t see why not. R.O.B.: the ancient minister from brawl would be pretty cool. He’s even seen flying and ramming into things kinda like what R.O.B.’s fighting style is already like, so it kinda works. Rosalina: cosmic Rosalina or red star Mario seem to be the best fits there since they come from the same game and seem like they would fight similarly Greninja: inteleon is another water type starter that seems to sneak around since it’s a spy lizard, so it actually makes a pretty good fit in my opinion. Bowser Jr.: koopa kid is the only character I’d consider if the other koopalings remained color swaps. Phiranna plant: goomba would be hilarious, except instead of the normal down special, he makes a goomba tower. Hero: the dragon quest 1 protagonist would be cool. No idea what to do with him tho XD. Banjo & Kazooie: perhaps yooka laylee. Though I don’t know if people really want those two lol. Terry: rock Howard does some of Terry’s moves and was actually raised by terry if I’m not wrong, so I think he could work really well. Byleth: I don’t know much about them, but sothis probably works, right? Min min: could be almost anyone from the game, but I think twintelle strictly because everyone would go bonkers XD Steve: robloxian would be hilarious Sephiroth: jenova maybe? I’m not too sure who else could fit this bill Pyra/mythra: Rex, except instead of swapping to someone, for his down special, he complains about how he thought he was the one who was gonna be in smash Kazuya: I can’t decide between jin or heihachi, but Jin probably works best since heihachi seems to be the only character in the background of the tekken stage

Metal sonic has his own moveset! Look at Sonic CD and Sonic Heroes for examples of him having his own moves. He is closer to Kirby and Wolf than he is to Sonic! Shadow in Sonic Adventure 2 is literally a clone of Sonic in every sense of the word gameplay-wise, look at Sonic Forces as well, even Sonic Heroes shows Shadow having the same moveset as Sonic!

Look at Shadow The Hedgehog and Sonic 2006, in both games he fights mainly using his chaos abilities, and weapons. Shadow being an echo would make less sense than metal, who more or less fits the mould as a Sonic echo fighter. Almost every single game Metal Sonic is playable in, he is a direct clone of Sonic. Sonic The Fighters, Sonic Adventure, Sonic Rivals, and Sonic 4. Shadow has at least had his own unique moveset when he is playable (excluding Forces.), Unlike Metal Sonic who has always been a direct reskin of Sonic. I do agree with your statement though, Metal does have his own moveset he could depend on, but Shadow's moveset is much more diverse and unique than Sonic, and Metal Sonic's abilities are closer to Sonic than Shadows.

Shippuken is basically a standing, blue power wave. And though I don't remember the name of the attack, he pretty much has his own version of the burning knuckle. I see them sharing many moves but with different names and particle effects. Rock can have his counter as a down b instead of power dunk. And his super specials can be raging storm and shining knuckle. It could be a case of Ken or chrome with how distinct of an echo they are

No doubt this will get buried but I needed to get this out there: For Terry's Echo Fighter, you could have Rock Howard from Garou: Mark of the Wolves (which is considered a Fatal Fury game) as he shares Terry's moves in that game. Though you'd have to add a few moves similar to his father, Geese Howard since Rock's fighting style is a combination of both Terry and Geese (i.e Instead of Power Wave and Burn Knuckle, Rock could have Reppuken and Hard Edge. Maybe replace Power Geyser and Buster Wolf with Raging Storm and Shining Knuckle, respectively as his Super Special moves. I'm just brainstorming...)

I've always thought Paper Mario would make a good Echo Fighter for Mr. Game & Watch. He could have Paper Luigi's scrunch jump from Super Paper Mario as his recovery move, his hammer as side B (with only two options instead of nine, representing the difference between failed and successful action commands in the first two Paper Mario games) IDK some dumb sticker based thing as his neutral B replacing the frying pan, and Huey in place of the bucket. There are a lot of Things in the recent Paper Mario games that could be used as a Final Smash.

For Olimar, I would greatly appreciate if they had Louie as an echo fighter, where he uses PikPik carrots instead of Pikmin, to fill that same role that Lucina and Chrom has where they equalize the hitboxes and make the character simple to use. They would need to change some things, like grabs and smash attacks (and throwing them could just act like normal projectiles instead of latching onto opponents).
