One thing I love about these movies is that they emphasize Bourne's skills as a tactician. He's constantly thinking several moves ahead and using his creativity to improvise his way out of situations. I also love that it isn't a one-man crusade to take down a gargantuan intelligence agency. Bourne is just one man, and it's obvious that his best recourse is evasion. He's skilled, but far from invincible.

Due to the compartmentalization of information, the minor functionary Nevins would never have been permitted to hear of Jason Bourne until the very moment Nevins needed to know and was told on the telephone-not in a million years. The responsibilities of the two men were too different. Compared to anything Nevins dealt with, facts and details about Bourne and Treadstone would be in utterly different compartments.

Renner tried but really, there was nothing to work with. The thing is - Jason Bournes story has been told at the end of Ultimatum. The 2016 "Jason Bourne" was a hollow shell of it's former glory and as bland as the title suggests. If you reboot this, you need a different spin to it. He's "out" from the consulate, doesn't make him an assassin or soldier the way Jason is. He goes "out" to do questioning. Check out tv shows like "Border Security" to see what the officers doing questioning does. So it's not unusual at all that he was unprepared for the kind of thing Jason can do. This is not that agent’s fault. He didn’t receive clear instructions on how to deal with the priority target. And it’s clear that Bourne didn’t move until the agent reached for his gun meaning that he could have left the room with Bourne and the policeman locked inside and waited for back up.
