I was practicing instrument approaches at a towered airport that was working ground and air on the same freq and heard a pilot call for taxi. Same kind of deal all the way to the runway, but after a time the tower refused to give takeoff clearance and instructed him to return to starting position and call the tower.

Chatter aside, this is actually a very dangerous situation. You have a pilot who cannot hear trying to land at a controlled airport with multiple runways and a lot of traffic behind him, When you land at such a place, you are expected to get off the runway as soon as possible. He didn't, which caused the other aircraft to have to take evasive action, creating additional safety concerns in the traffic pattern. Also, the pilot wanted to compound the situation by asking to cross the other runway (which may also have had traffic coming inbound). The controller was justified in being upset and in asking that he call up there for a chewing out. Part of the process of flying is checking your personal checklist, including 'am I physically capable of flying the aircraft?'. Checking the hearing aid battery, in this case, should have been a part of that pilot's checklist. Hopefully, it was after this incident.

Also to those who DO NOT abuse the "close call" policy ▬ having a near miss 2X in 18 months ▬ getting 45 days to come back strong, Well all I can say is"you damn well deserve it!!

From what I understood, there were 2 runways crossing eachother. The mooney pilot thought both were active, and asked for permission to cross the other runway, while sitting on the active runway.

If you look in the AIM...4-3-20 to be exactly, it states: "The following procedures MUST be followed after landing and reaching taxi speed. A) Exit the runway WITHOUT delay at the first available taxiway or on a taxiway as instructed by ATC. Pilot's MUST NOT exit the landing runway onto another runway unless authorized by ATC. At airports with an operating control tower, pilots should NOT stop or reverse course on the runway without first obtaining ATC approval. So I do believe YOU'RE WRONG.

It is the tower's responsibility to make sure the runway is clear and safe for arriving aircraft and declared emergencies. It is also the Pilot's responsibility to heed all instructions from the tower when able to (safely) do so and not impede the safety of other pilots. 77F was unable to communicate properly with the tower and impeded the safety of the inbound traffic.

I'm a student pilot, and that's one thing I'm taught that a pilot NEVER wants to hear... "Copy this phone number and contact the tower..." I'd have hated to be this guy...

In the US you only need a class 3 to fly private or to instruct. The class 2 is only for commercial operations.

Just something I thought of here. I can understand having a hearing aid battery go dead, but there is a second hearing aid in that head. Even if both went dead there is a volume control on the radio as well. If he can be incapacited by something as simple as a dead battery in his ear, he shouldn't be flying.

When you violate an FAA reg or deviate from an ATC instruction (unless in an emergency), they can give you a number to call and you'll have to speak with the FAA and/or explain yourself to ATC why you were doing what you were doing. It's every pilot's nightmare. It's basically like having a cop give you a ticket.

I wonder what the heck was going on inside that Mooney. At times his speech sounded very labored and slurred. I would have been concerned that he was perhaps suffering from a stroke. I would be curious to hear of the aftermath on this one. I love the curses from 89D btw lol

That pilot got confused. However, he did fail to follow an ATC instruction. That phone call might end up with an apology and nothing more. He was cleared to land, if he was slow to clear it, it is a different situation.

Mooney is the type of aircraft. When a pilot makes a radio transmission we begin with our aircraft type so other craft in the vicinity know what to look for.

89D says "Jesus mary and joseph!" Every go around used to cost me $10, @ $1./min. Now It's probably $20.(with low traffic.)

I actually had a partial radio loss on a flight yesterday..landed at the airport safely..and DIDN'T stop on the runway...that's why we train for such in-flight complications..

The pilot was very nervous, and was not complying at all.. a very frustrating situation for any controller. the LC did what he needed to do, to ensure separation and safety (with the go around, and the 360 for the preceeding a/c.)

Just because he had to call them doesn't necessarily mean his goose is cooked. They give it to them so they can discuss what happened opposed to doing it over the freq. and blocking a lot of traffic.

@efiscp Sometimes they give clearance if they have reason to believe that the runway will be clear when you get there. That was the case this time, it would seem, but because the pilot of 77F could not hear ATC's instructions, he did not clear the runway as he was supposed to. It was entirely pilot error on this one.

To uluairi: A controller can issue a clearance when he anticipates that there will be proper separation when the next landing aircraft arrives at the runway. If that separation no longer exists, then a "Go Around" is given.

Ask any controller. Mooney pilots are squirrels and ALWAYS have to be watched closely. I had one take off on closed runway 23 when cleared for takeoff on 27C. 23 had been closed for many years with potholes and grass growing up through it. I didn't realize this at 1st having diverted attn to the 6 in the 27L. He wasn't going to hit anyone on 27L so I let him go. "Mooney 123. Do you know you departed on a closed runway?", the response was, "I thought that was ruff". Wish I had a gun.

Tower must have visual. Tower will instruct you "number 3 cleared to land", etc You don't need to report visual on the preceeding aircraft (for VFR). If there is a conflict for the runway tower should call a go around, although that is rare.

It sounds like the controller isn't mistaken as to who he's talking to/seeing. I do agree that we should give the scenario the benefit of the doubt, but this tape paints a very clear picture.

when there is a deviation of ATC instructions, or someone just does something extremely dumb like this, they are given the phone number to the ATC facility, and I believe it is the superviser they talk to. Results range from a warning, to the extreme of the suspension of your certificate.

Wow, I've had situations like this before, but not at this airport. Some pilots really have no business being in the air. 77F should spend more time listening to ATC, as he is either really low time, or really old age.

It's anticipated clearance. A landing clearance only gauntness that the runway will be clear by the time you land. it does not have to be clear at the time a landing or touch and go clearance is issued

Read the description. The pilot's hearing aid went bad. This is one of many situations where there can be a lack of understanding and communication between pilots and ATC, similar to when pilots face hypoxia.

..i don't know about USA procedures, but, why "89D" was cleared for touch and go when "77F" was cleared to land. is it good to clear an aircraft to land when other is actually in the same approach for the same runway?........is not suposed to be the runway cleared of aircrafts to authorize a landing?... is this ok? (sorry for my english hehe)

As a pilot, I agree. If you wanna fly like that go buy a house with a runway in Montana 100 miles from anything and don't fly more than 20 miles from home. Jesus, I'd be pissed flying next to this guy

Even if the hearing aid was broken (still his fault anyway), you should know that you don't just sit on a runway and not turn off after landing.

"while you were on the runway there did you lose an engine or anything" Sounds just like a cop. Smart move by the controller,since he knew he had traffic VERY close behind the Mooney, would have been to include in his landing clearance the following "Mooney 77F you are cleared to land runway 19, after landing no delay on the runway please,I have a Cessna on short final behind you ". Simple instruction that I have heard at FRG and others a thousand times.Puts pilot on alert to get OFF RWY ASAP

Sounds like 3 aircraft. The Local controller was prob not signed off on, yet (Spvr or CIC stepped in). Controller gave 2 clearances on same RWY w/o anticipated separation. Also, should have advised the Mooney to expidite with a reason. A ph call was right way to handle, too.

Mooney pilots are notoriously squirrels. We use to watch them like foxes. Unless things have changed since I was a controller, a phone call to the tower only resulted in a little chewing out. Controllers could not issue violations. That was FSDO's job.

Depending on whose desk that lands on, it may be investigated by FAA. That guy seems to have been having problems. Not responding to ATC and stopping on rwy when cleared to land. Regs say you must exit at the first possible taxiway.

To instruct you need commercial. Specific aircraft are not designated with Class requirements, only type ratings. You can have a 3rd class and fly a 747 if you wanted too. Of course that would require buying/renting your own 747 after having received training in that aircraft.

Most likely the tower's first concern is if the pilot had a stroke or other medical issue. Second it's to make sure he never "wakes up" in a cockpit again.

@EuroPiIot its frustrating for ATC people to deal with morons. There are incoming traffic everywhere, if they dont speak fast enough at busy times even a 1 sec delay can cause serious problems. ATC people know how to do their job. Also the pilot is disobeying the ATC when the controller called out numerous times to get off the runway. The pilot constantly ask to cross the rwy when another plane is coming in for landing.

Just because the pilot owns the runway doesn't mean he should fucking stop in the middle of it and cause a potential hazard and delay. Just because everything he did was legal doesn't mean it wasn't idiotic.

Copying a phone number is not always the worst thing in the world. Unless you end up talking to a real jerk the majority of controllers only want to discuss the situation and make sure you now have the knowledge to prevent it from happening again. Happy flying.

Negative. The FAA has said (and the FARs include) that you can instruct with a class 3 medical. Most of us don't maintain a class 2. You cannot fly a 747 with a private, the type certificates says the PIC must hold a ME ATP rating. You could get a 747 type rating on your private or commercial but you could not be PIC. Of course to "fly" *(hold the controls) on a non-121 flight you don't need any pilot rating at all. -Robert, CFII

yea it's bad to sit on the runway, at any time... but I can see how maybe a relatively new pilot may have second thoughts about crossing another runway. In my opinion, it's better to make someone go around than violate some sort of LAHSO (not that there was one). But all in all, yea you need outta there and fast!

The Mooney pilot is going to get a slap on the hand. Sounds as though he's been boozing and flying... Or.. it is possible that the DEA was burning a large crop of pot in a nearby field and he flew through the cloud. That is entirely plausible. lol

No he wants him to call the tower's cab because the guy didn't seem to respond to local control properly. The call will determin if the guy had a malfunctioning engine. Now because the guy never got off the runway in time the cessna had to go around, causing him to waste more fuel LOL. The cessna could probably file some type of report or complaint, maybe even sue the guy. Im no pilot but I did study ATC.

Actually, I spent time learning Radio Communications when I got my Pilot Certification. I really dislike Pilots who are oblivious on the Radio. THis guy seemed a bit lost. Had a guy a Trenton once who was 100% oblivious to ATC. Took wrong taxi-ways, landed on the wrong rwy, crosseda rwy without permission. Lost his cert. He was a bit senile, and really shouldn't have been flying. A friend of mine was almost hit by him.

If this pilot actually was wearing an hearing aid and his battery was dying, he shouldve followed lost comms procedures, squawk 7600, and waited for light gun signals from the tower. Simple as that...

Its a bit sad. As an instructor I've flown with guys like that. He sounds like he's just getting too old. He was probably a great pilot in the day but now he's just not keeping up. He's probably a great stick but just can't keep up with the radio.
