Protecting him from his own freedom to walk home from work without being stopped by thugs who want to know his business. This “welfare check” could have been done from a distance and shadowed him home without lights flashing. This is pathetic… I thought he seemed on the spectrum. Authoritarian policing is not necessary except in their minds and their own thoughts that they should have authority to do what they want. This kid is just another strike against the thuggery tactics of policing.

I've seen stories about similar situations that played out much better. "Are you okay? You look cold." "Can't afford a jacket, long walk home from work, supporting 3 kids, got to prioritize." "Huh, do you need a ride home?" "Sure." Next day the officer shows up with a coat for him. Hooks him up with social services because he's making below the poverty line, gets him food stamps, finds out 2 of the kids are his sister's who is in jail and that he's walking 5 miles each way in the cold and either complains to the town to get them to run the bus route for another hour or does a go fund me to get the guy's car fixed... Luck of the draw who you get responding. This would be a perfect example of a call that would be better handled by an on call social worker.

I agree. The court bringing up other reasons someone would remain silent sounds absurd. People are supposed to be presumed as innocent, if there’s no evidence you aren’t invoking the 5th amendment it should be assumed you are.

Hmm but if 1. We aren’t obligated to assist their investigation 2. Cops can lie to us I believe it’s not just your right to lie, it’s your duty. Also, if 2 is true, we should be able to claim that they lie so much, it’s basically an ingrained sociopathic response to always lie. Therefore their word should be untrustworthy in a court of law.

Because of this incident, Texas changed the law such that it is NOT a crime to walk on the road if a sidewalk is blocked or deemed unsafe. (You still must walk against traffic on the left side though).

Imo anonymous callers should be given so much creedance. If they just see a guy walking that person needs to be left alone. Want to drive around the block,fine but otherwise anonymous calls shouldn't be licenses to mess with people. It happens often.

@@richardlopez4318 Although that is true, it doesn't apply in this case. The caller saw that an individual was walking on a snowy street while it was still snowing without any winter clothing on. This could very well be a cause for concern for that individual. That being said, it is a real problem to involve police in ANY situation because of what just happened in this video. Police are NOT helpful or even CONCERNED about the welfare of anyone. The narrator of this video was 100% correct by saying the police were butt hurt because the man didn't want to talk with them. This was LITERALLY an EGO escalation.

@@SemiDoge I'm right here, all cops the moment they are sworn in are guilty of idlely violating 18 U.S. 241&242 And many actively violate it either knowingly or ignorantly. 2nd amendment actually exists because of the need to protect one's self from government agents acting outside the confines of the constitution or reinforcing the existence of unconstitutional government. Cops hate you when you know the law and harass you with comments like "are you a lawyer?" And cops also hate you when you don't know the law. No winning with those low IQ revenue agents unless you just give them undeserved respect purely just because of their uniform and assuming they're are upstanding cops. It's really quite frightening how easily they're controlled when you just pretend to respect them.

@Samurai That is not the reason the second amendment was written. That is a falsehood. The founders included the second amendment because they did not want a standing army. It was included so slave owners could have patrols to capture escaped slaves and to put down rebellions. It was called the “militia clause” for two centuries. There is no language in the second amendment that guarantees an individual the right to bear arms.

People call for all kinds of things, like the guy who had a sign saying God bless the homeless or something. Someone called and said he had a sign and it said homeless. Another called and said he might be panhandling.

In this case, as it was a welfare check, we shouldn't assume malicious intent by the caller. We don't know why they called. But a welfare check isn't, in theory anyway, meant to be a bad thing.

Austin, please note: up until the female cop approached him insisting that she was going to "help" him, he was walking on the sidewalk as indicated by his shadow next to him on the fence to his right! When he DID walk out in the roadway, it was to cross the street to enter what I would term a "back alley": garbage cans next to the alley, and it just wide enough to entertain a garbage truck. Those cops surely did need to meet their quota for the night!

Where are you people from? I live in canada and I for sure would want the police to do something. He was possibly showing signs of hypothermia. First off there was a possible slur when he first yelled at the female cop. Also there was a certain amount of confusion when they told him he was being detained and he said that wasnt the case. Because of this I do believe the cop was in the right in this situation. They removed the gentleman from the cold weather and brought him somewhere warm where he could be observed. I believe if he had of just talked to the police they would have been able to confirm he wasnt in any danger of dying because of the elements. People do die because of this. A few years ago the police here in canada had the same thing happen. They decided to let the woman continue home. They found her the next day frozen to death. Please understand there could have been a much sadder conclusion to this story.

@@VladislavDerbenev no, but I will call the state police if the local police misbehave. I have even called the fire chief when police blocked a one lane fire lane for a radar trap. They haven't used it in 10 years. Twice I have sat down with the police chief and went through the laws and proved to him that a unit was breaking the law. Both units were disbanded. I was only asking for minor changes in behavior and purchase of proper equipment.

Lol. I’ve been stopped by police SIX times within the last 9 months just for walking in my neighborhood at night. Guess what always works? Actually responding to them right away, politely, and not ignoring them! Every single time I _STOPPED, faced them,_ and let them know the answer to their initial question (whether it was “are you ok?” “Do you live around here?” “Why are you walking in the street?” etc) and told them I was just going on a walk and then bid them a good night. Every single time the officers left me alone right after that. It only takes a moment and satisfies their “investigation” when someone is calling 911 about something as silly as someone walking in the neighborhood. I never gave my name or address (nor did they ask), and the questions never advanced beyond their initial question because I simply answered the initial one in a manner which left them no where to go to escalate the situation. i.e. responding “Yes, I live around here and am just going on a walk. You have a good night officer” and then immediately going back to walking left them without any reason to try and further the interaction. This kid has no respect for authority, and I bIame his parents for that.

Maybe he was having a bad night or something or maybe he's just got an attitude but you really have to put all that shit on the shelf when you're dealing with them because they are running the show (or at least that's the mindset for a lot of them) and they can't stand being ignored. It sucks that things escalated to that point for this kid but hopefully he learns from it instead of just having a chip on his shoulder about it forever. Now on the other hand, they could've just offered him a ride and when he declined they could've just left him the fuck alone since was bothering absolutely no one and doing nothing wrong. That would work too.

He was obviously already a cop hater because he didnt just stop when he was politely asked. Almost every single time we see a situation escalate, its because the person doesnt cooperate with the simplest thing which would result in the incident being over in 5 seconds. Yes he didnt have to, but if he did just stop he wouldve avoided the whole thing. Its pretty easy. People make things harder on themselves by not cooperating for 5 seconds

We walk in the road all the time in Canada during winter. Unless you're playing chicken with oncoming traffic, police know you're doing it to stay safe (after snowfalls, it takes time to plow sidewalks and sometimes they are icy). Sounds weird but it's true. I do understand that snowfall isn't exactly a common Texas occurrence but the whole "You're walking in the middle of the road" citation is just mind-boggling to me. Up here, it's just what you do!

HE IS WALKING BRISKLY. He is not stumbling, mumbling, or even limping. He does not seem dazed or confused merely angry. If he has to stop and talk to them after being stopped by someone else (who probably called them) that is more time out in the cold. Anger does NOT equal hostility. Refusal of HELP is not refusal to COOPERATE.

The word "quotas" is better suited for a production line, where everything is the same day to day & workers build up speed & carpal tunnel (medical term for GenX sufferers who had to do production because Boomers took all the good jobs). It is over used a lot for police & maybe it was true in the old days, police dont have quotas per say today. In my state only the State Patrol had ticket quotas & i t was a monthly quota so at the end of the month you'd see a lot more stalking the interstate for some poor smuk -which is why its a bad thing. You could write 25 speeding tickets for the time it takes to book one DUI so if you are focused on quotas you're not pulling over the DUI or you do for speeding, let them go, sending the wrong message its ok. Quotas are for the assembly line & cops dont manufacture traffic tickets, they manufacture arrests for prosecutors to build a political career off of. Period.

@@JesterAzazel Probably. I've had cops give me a ride before without getting arrested. The overwhelming majority of cops are pretty cool if you treat them like anyone else. It's only when you express disdain for them or are standoffish strictly because of their job that they get butthurt. I'm not justifying such immature (albeit natural) behavior, I'm just saying, it *is* pretty likely they would've "just given him a ride home" 😛

@Richard Kistner the cops brought up walking in the middle of the road in order to force the guy to talk with them. They were but hurt when he declined to interact with them, which he is entitled to do, and he likely did because he knows how interacting with cops can go. He spent the night in jail for walking in the middle of a road that had no traffic on it. This interaction did nothing to improve the relationship between law enforcement and the public. It hurt it.

Considering it was snowy and he was in a tshirt at night walking in the middle of the road, they should have pursued him to a degree. However, his responses were coherent. He wasn't stumbling or slurring and seemed cogent. At that point, though his responses could have been more clear, they should have left him alone. And, as AtA said in the video, the cops should have been more clear about why they were making contact with him. Either way, he was obviously arrested because the man cop's ego was hurt because the citizen didn't bow down before him.

Well, except that a mentally ill person might claim they're OK when they're really being a danger to themselves. As much as I don't agree with it, a police officer could easily argue that someone walking home in shorts and a T-shirt, perhaps coupled with a couple other factors, would make a reasonable person suspect that said person presents a danger to themselves, and therefore a detention is warranted while police ascertain whether involuntary commitment to a psychiatric facility is warranted.

I am from India and lived in the UK for 7 years. For most of that time, I didn't wear a jacket and used to wear a half-sleeved T-shirt, even during the time when it was snowing, because I LIKED COLD. I hated sun. I was from India where sunny weather is associated with depression and gloom. I loved the cold weather and loved feeling cold. I was at university and worked part-time at a retail store. Sometimes, customers would ask me if I was freezing. I just told them that I loved cold and the conversation ended. I can't even imagine the authorities asking me if I was ok. It is NO different from Taliban policing clothing, PERIOD.

Whether or not you personally feel less comfortable doesn't really assuage the justifiable concern of anyone else being the target of a "WELFARE CHECK". These officers harassed this man for no good reason. Whether or not YOU feel less comfortable about police because of it isn't convincing to anyone just considering the facts provided in this footage. You didn't even give any reasons as to why you, or then anyone else besides you, shouldn't be concerned. All you've argued is just the implication that people shouldn't be concerned without giving any reason for that conclusion. Why not? Why doesn't it concern you? That could logically be explained by you being naive, right? So give just any reason why your conclusion is rational and not naive.

Also I'd like to point out that this is in Texas and while Texas does get a tiny amount of snow compared to myself in a Midwest state it was probably warmer instead of -20 below like it would be here I'd guess it's drastically warmer in Texas even with snow on the ground

Is everybody forgetting that if Mr. Reese had simply turned around and spoke to the officers like a normal person he’d have probably spent the night at home rather than in jail? He didn’t get arrested for not wearing a jacket, he got arrested because of his ego. Just because you have a right doesn’t mean it’s the best action to take in a situation. Had he displayed a calm, friendly demeanor the officers would likely have shrugged and walked away.

@@alasarcher400 Not everything‘s about fault. If a pedestrian is hit by a car and the driver is found to be at fault it doesn’t make the pedestrian less injured, or less dead. Sometimes you got to ask yourself what you want out of a situation. In his case he wanted to go home. Was he wrongfully arrested, that may very well be the case. I certainly never suggested that he broke the law, so far as I can see he’s innocent of criminal activity. BUT, it doesn’t change the fact that he spent the night in jail. The point I’m trying to make is that if he had chosen to behave in a different manner, specifically a more sociable and friendly manner, he probably would’ve been able to go home that night and never think about this interaction again. I will say that despite not witnessing any criminal activity in the footage I watched he was acting, in my opinion, suspiciously. Simply walking away from the police is a bad idea, it doesn’t look good on you. Look at the officer, smile, and ask if there’s a problem. If it delays you two minutes to reassure the officer you’re not a threat it will ultimately save you 12 or more hours in a jail cell. Right or wrong doesn’t matter, it’s just math.

Yeah but sorry I don't go up to random people to "help" unless they are unconscious or incapacitated and unable to seek help. You don't know what kind of person your gonna end up with. Maybe you live in a ritzy area but there is a 85% chance that the person you'd be trying to help is crazy. There's absolutely no reason you shouldn't be able to call the police to make sure someone needs help. The issue is how the police act not the act of getting the people you pay to help, to help

The Plano police have always frightened me. It’s where I was raised. Two months after getting my license, my car was totaled by a drunk red light runner. The officer that arrived on scene immediately assumed I was at fault and proceeded to interrupt me and yell at me as I tried to explain what happened. It was one of the worst experiences of my life.

As someone subjected to a wellness check that resulted in a rammed-in door (I was not home), shattered glassware (behind the door), murdered cats (we were just getting home from veterinarian, just stabilized they required quiet and calm), and injury to me (reinjury to left side just healed from fall on steps), I enthusiastically agree one should *never* call police for a wellness check or wellfare check (unless your true desire is "homicide by cop"). After a very unpleasant interrogation for thirty minutes (why I didn't answer the door, where was I, details, how did I get there, why, repeat, angrily demanding different answers), they left only to return shamefaced and subdued and boarded my door back over the doorway (lock shattered, surrounding damaged). So... I was/am grateful my other cats were not killed, I was not killed (as others have been), my home not robbed by our noisy audience, but still furious about our losses. And I hate. Trust?!? I was shocked a cop was convicted here of murdering a man in his own apartment. Maybe things are improving. Then this happens to a young man in Plano, a part of the metroplex. In my 70s I am afraid of police officers. Very afraid.

You're unlikely to win a legal argument with an officer. That's what court is for. Even if the officer is doing something illegal you're better off knowing your rights and doing what you can to legally comply and resolve any illegal actions in court.

A couple of years ago a similar arrest was made and the family of the woman arrested sued for $325,000.00 and they won their case in court. I hope the same for this young man.

@Babes & Board Games I actually really doubt that it would be justified legally or morally. The cops were out of bounds in the way they treated him, but at no point did they appear to seriously threaten his life. They didn't draw weapons, and the physical altercation was minor enough that even these cops didn't press the charge. Deadly force should always be the very last resort, and that applies to police as much as the people they interact with.

@@gman781 Like it or not, police have a duty to do welfare checks when called. It's part of their job and when done well it can literally save lives. This "welfare check" was done really badly by cops who clearly didn't care about the person they were checking on. This should be a job for mental health professionals, but right now it's still a job that cops are doing.

Had this same thing happen to me but I wasn’t walking in the middle of the road. Sidewalk has a 4 foot snow bank on it so I was walking on the side of the road next to the snow bank. Got pulled over. Detained and got a fine even when I told the officer there’s no way to walk on that. Unreal.

I remember seeing this on the new when it happened. It was during the great freeze of 2021 when most people in Texas were trying to keep their homes heated due to rolling blackouts and when everyone was staying home. This kid was working at Walmart trying to keep the store open and working, then to be harassed by cops looking for something to do. When you hear about kids joining gangs or doing illegal things.. this kid was WORKING AT WALMART during the great storm. Leave the guy alone.

you know what the real BS is. historically streets were places of public congregation and travel, until rich people and their fancy new automobiles decided that streets should become exclusively places of travel so they could use their expensive and exotic cars without getting in trouble for running over us poors. and they used their money and influence to get the government to support them.

I had a police officer following me until he finally stopped me. I asked him why he was stopping me & he said he saw that I was alone in my car & crying. He just wanted to see if I was OK. I told him I was fine, just very sad. He told me he was only checking I was OK & hopes I feel better. He then simply drove away. Although I found the encounter odd, the police officer asked me nothing personal concerning who I was or where I was going. This was what I would call a legitimate welfare check & the police officer behaved in a way which showed true concern. There must be other police officers working with the public who behave in a similar fashion. There must be some police officers who actually care & act appropriately…
