As the native speaker I can tell that we use "Что ли?" when we are quite confident in what we are asking about, we take a question just in case to be sure. For example: your friend coughing and sneezing, you see it, then you're asking "Заболел, что ли?" "Did you get sick, did you?" The meaning is close to "did we?", "do they?", "Will he?", "Are you?" etc. at the end of the sentences but "что ли?" has lesser spectre of usage it uses when you almost or clearly know the answer of your own question (like some of ritorical questions). "Do you think you're the smartest guy, are you?".

It has no relationship to confidence or estimated probability of the confirmation. For example, another option would be saying «что ли?» to express total disbelieve. For example, it may mean "I never knew you could possibly get sick, but it looks like it is the case now; did you get sick indeed?!" One more option: you think that a person told you something completely crazy and unreasonable, and you are rude enough to ask «Ты больной, что ли?!», suggesting a mental sickness. Probably I could think of more usage cases. Anyway, the "rule" you've suggested limits the usage in a way that does not at all correspond to real practice.

The most similar structure of ЧТО ЛИ in english, is the grammatical structure called "question tag". Normally question tags you put an affirmative (or negative) sentence and ends it with a "negation" of first sentence in a interrogation... raising a doubt, searching for confirmation of the sentence... You bought the car, DIDN'T YOU? For me, as portuguese speaker, we have a similar... just end the phrase with "NÉ?" (Voce comprou o carro, né?); Thanks for this lesson...

In Estonian "что ли" is "vä" "või" . Its easier to understand Russian as an Estonian speaker rather than english speaker. Estonian has similar grammar basics to Russian.

Or you can say "или как?" That's more common than "или что?" because it covers more cases of usage. But both expressions slightly differ with "что ли?". Natives use "Что ли?" when they are quite confident in what they are asking, they question just in case to be sure. For example: your friend coughing and sneezing, you see it, then you're asking "Заболел, что ли?" "Did you get sick, did you?" Whreas "Или как?", "или что?" use in cases when they're not quite confident for sure. For example: you're not sure that your friend can fix your broken computer and you're saying "Ты починишь компьютер, или как?", "Will you fix the computer, or what?".

Look: He is tall but she is short (she has less chances in a basketball for example) - он высокий но она низкая He is tall and she is short (just comparing) - он высокий а она низкая. Я съел это но он не - i ate that but he didn't (its bad that he didn't eat that) Я съел это а он не - i ate that and he didn't (just stating a fact) You just cant use и in this case because it would be grammatically incorrect.

So I have started learning Russian for three months now, and I can make pretty decent sized sentences, but I don’t if I have to know or have really good grammar to be understood. Since my end goal is to have a fluid, smooth conversation with my brother in law. So to have a smooth conversation, do I need perfect or near perfect grammar?

Not even. In many people’s opinion and my opinion you don’t need perfect grammar, if you misuse one word people would understand you by context. I think is easier to get confused by not pronouncing something “good” than by doing a grammar mistake.

I like that in Russian we can rearrange the words in the sentence as we want. This makes the sentence either funny, or formal, or plain conversational. We just change the sequence. "Ты что-ли купил новую машину?" "Ты новую машину, что-ли, купил?", "Ты купил новую машину, что-ли?" Ты, что-ли, новую машину купил?". and we like the sound of Ukrainian. Some words are very similar to Russian, but it sounds cool in Russian, so sometimes we add them to our language. "Ты ШО-ЛИ новую машину купил?" Lol

FireKraft An interesting tidbit--with good morning, good night, etc you say доброе утро like "hello, good morning" but you say Доброва утра like "have a good morning, goodbye." I'm not sure if my spelling is correct, but you can put any of those in a different case depending on if it's a greeting or a goodbye.

In Russian, "что ли" is often used to express a little surprise. For example, you see that your father's friend has returned home in a firefighter's uniform and you ask with mild surprise: "Is your dad a firefighter or something?" (Твой отец пожарный, что ли?). That is, you didn't know this fact about your friend's father, but now you saw him in a firefighter's uniform and was slightly surprised. Or you go into the kitchen and see that your mom was cutting onions and her finger is bleeding. You, a little surprised, clarify: "Did you cut yourself or something?" (Ты порезалась, что ли?). That is, it is both surprise and clarification of the obvious at the same time. But sometimes you can say that, swearing at someone. Are you a jerk or something? (Ты придурок, что ли?). Are you out of your mind or something? (Ты сошел с ума, что ли?). So you can tell someone from whom you did not expect some action.

the person who says "неужели?" is surprised. for example: "неужели макс купил машину?" - the person who said this did not expect Max (макс) to buy it and was very surprised. there are, however, exceptions, but they are rare. and yes, I’m sorry if there are any spelling errors, I don’t know English well and because use a translator :)

Your example is American English. Nothing wrong with that, but in English, I think we would say 'you've bought a car, ... have you? or something like that. In French, 'n'est-ce pas?'
