The schools would be doing a lot better if the students (and their parents) cared more about getting an education. It's extremely convenient to blame it on racism or the school system but the truth is you get out of it what you put into it. It's all about hard work, clean living, and personal responsibility.

That's been the traditional perspective. The truth is early on in the educational experience black children are labeled less intelligent or trouble makers. This is a huge barrier to receiving a good education especially when teachers over-value obedience and compliance while under valuing curiosity and dialogue.
