One thing I think people fail to understand the depth of hatred and mistrust that was felt for the Jedi by many people in the galaxy. They had literally just become little more than attack dogs of the Senate by this time, and were taking the side of colonizers and slavers who oppressed the indigenous peoples of other planets in some conflicts. On one planet they imposed crippling sanctions which caused mass death and starvation. On the planets and systems that belonged to the Separatist alliance they were the enemy who held no qualms about killing people. Planets like Mandalore had never forgotten the devastating war they once fought against the republic and the Jedi. Others simple saw them as an aggressive religious cult who kidnapped children and interfered in the internal affairs of planets that were no business of theirs, whilst ignoring the injustices on others because the Republic did not consider them important. Palpatine would never have been able to get away with doing what he did to he Jedi without that.
