Fun fact: During ww2 Poland had only one active submarine named "eagle". It was confiscated and effectively disarmed by the Soviet Union at the start of the war. However thanks to some clever sabotage and some insane bravery it was stolen from the Estonian port by its own crew. The pager manufacturer buys the circuit boards, the buttons, the LEDs, the radios, and stuffs them into their plastic case that they designed and had someone else manufacture (or they buy a standard design case). So an intelligence agency buys a shit ton of these standardized circuit boards used in everything and they add some mosfets and a processor the size of a grain of rice. You can do all sorts of things with mosfets and tiny tiny CPUs, even better when they’re connected to standard radios. And if you want to be nasty, you make your own circuit boards with a substrate of explosives, copying the layout of the bog standard circuit boards. Then you sit back and wait for your favorite terrorist organization to put a contract out for bid (or you advertise in trade mags like Jihad Monthly). They need communication devices, you supply them (or supply their suppliers) with communication devices.

That second one will likely never happen. Islamic countries have been on this shit for over a thousand years, it's not going to stop today. They are great in some aspect, but when it comes to war and politics I am no fan of islam.

Nizari Isma'ilism's order of assassins (there's a wikipedia page for that). This isn't just a terrorist problem, it's a practice of war. It's also been proven effective for them so it's not going to be changing. We either defeat the strategy or they'll keep doing it.
