Those are fat pads from metabolic dysfunction, such as Cushing's. His hooves are scooped like that from countless episodes of founder, I'm willing to bet his coffin bone is fully rotated down on xray and the hoof has restructured to compensate. Xrays would be the best way to go with trimming, that way you've got a guide of how to trim to compensate for that coffin bone dropping. When my pony was still alive, the farrier could literally cut that scooped toe straight off to the ground along with some heel to give him a good break over and get pressure off the toe. And he had to be trimmed every 3-4 weeks.

There was a ditch in the field so the owerns' theory is that she might have gone down there and somehow given him a chance to get on or something. The resulting colt turned into a small Icelandic-height pony with a huge head

The lumps are normal. Usually donkeys build and store big fat pockets to get them through the winter and then usually by summer those lumps go away. I'm willing to bet if we seen that donkey in the beginning of winter he probably had much bigger lumps of fat

Donkeys are prone to fat pockets, because they're native to desert type areas. People get em and stick them in a green pasture where they gorge themselves. Donkeys can even have fat pockets with ribs showing.

OH NO they have halters on! Nuuu get 'em off! They look like pretty old, loose, ratty ones, too. Hopefully you can convince your neighbors to take them off, Rick. A horse at my barn has similar large fat pockets to the little gray donkey. It's some sort of metabolic condition where fat deposits too much in some places and they get that lumpy look. Can't get rid of it once it's there, as far as I know, but you can manage it so it doesn't get worse.
