I think people just have this secret happiness in seeing people suffer. The poor guy and his wife were probably out shopping, so missed the boat, literally. They were SOL and would have to find some way to catch up to the boat at the next port, which is a total inconvenience, and expensive. The confusing thing is why he's throwing a phone. I think it was just a sign of his frustration. Some people do stupid things when they're angry, hurting themselves instead of others. It's to get attention.

I've seen sailors from the US Navy do similar during a port visit to Hobart, Tasmania. From memory it was an amphibious assault ship, it was alongside and a USN crew person who was on the wharf was trying to throw a beer to a crew person on board. Missed and went into the water. They went looking for it. But, nope.

I didn't understand the situation at first either. From what i can tell, the guy who left his phone on the bus was on board the ship. The guy trying to throw the phone was somebody from the bus attempting to return the phone to the guy (by trying to throw it to the owner who was on board).

They should make a deal: The guy who lost the phone should offer to pay (or pay half of) the cheapest but most reliable option for them to make the next cruise harbor stop, then the guy on ground gives back the phone. Simple. Don't gamble with shit like that.
