Because in reality DPRK had an agreenment where US would help them in building a nuclear power plant and Korea in response would stop the development of a nuclear bomb. And koreans did stop the development, until US one-sidedly pulled out of an agreenment.

2:50 north korea before 1990s were self sufficient in food production and were actually quite decent as a communist state with comparable living standard of east germany and Czechoslovakia. In fact in 1950 north korea were more industrialized (due to Japanese colonization) than mostly agricultural south korea and which is also poorer at that time and communism were quite popular among south korean working class and peasants. Even during the korean war it was the south korean that commit more atrocities against civilian than the north due to their anticommunist paranoia under the authoritarian right wing president syngman rhee. South korea in the cold war period was no different than the north. It was not until Park Chung Hee industrialized south korea into a industrialized powerhouse and began to surpass north korean economy, and it wasn't until 1980s where south korea were finally democratized.

2:20 the koreans didn't "trick the west into building nuclear reactors" they signed an agreement to not make nukes if the US helped them build reactors that could not be used to make weapons, which the US agreed to. Unfortunately before they made any reactors, congress said that they wouldn't allow it and the US backed out, so Korea went ahead with making nukes.
