Modification and updation നടത്താനുള്ള വഴികൾ നമ്മുടെ ഭരണഘടന തന്നെ തുറന്നു വെച്ചതാണ് നമ്മുടെ രാജ്യത്തിന്റെ സുസ്ഥിരമായ നിലനിൽപ്പിന്റെ കാതലായ മികവ്. കാലത്തിനനുസരിച്ചു കോലം മാറേണ്ടത് നിര്ബന്ധമാണ്. കുറച്ചു കാലം മുൻപ് വരെ ഷർട്ട് ഉപയോഗിക്കാതെ പൊതു സ്ഥലങ്ങളിൽ പുരുഷന്മാർ നടക്കുന്നത് ഒരു സാധാരണ കാര്യം ആയിരുന്നു. ഒരു വിധത്തിലുള്ള നിർബന്ധങ്ങളും ഇല്ലാതെ തന്നെ ഇന്ന് അത് കാണാൻ പറ്റാതായി. മനുഷ്യന്റെ ചരിത്രത്തിൽ updation സംഭവിച്ചു കൊണ്ടേ ഇരിക്കും. അത് പോലെ രാജ്യത്തിനും updation സംഭവിക്കണം. നിലനിൽക്കുന്ന ഏതു കാര്യത്തിലും updation സംഭവിച്ചു കൊണ്ടേ ഇരിക്കുന്നു. അതെ സമയം വളരെ അപൂർവമായി മാത്രേം സംഭവിക്കാൻ അനുവദിക്കവുന്ന പല തിരുത്തലുകൾ ഉണ്ട്. അതും നമ്മുടെ ഭരണ ഘടന ശ്രെദ്ധിച്ചിരുന്നു. ഇതൊക്കെ കൊണ്ടായിരിക്കാം നമ്മുടെ ഭരണ ഘടന മഹത്തരം ആകുന്നത്. നമ്മുടെ രാജ്യത്തിലെ ഓരോ വിഭാഗത്തെയും ഉൾകൊള്ളുന്നതാണ് നമ്മുടെ ഭരണഘടന. അവസാനം സംഭവിച്ച ഒരു പ്രധാന updation ആണ് മുന്നോക്കാകാരിലെ സംവരണം. ജന്മം കൊണ്ട് എല്ലാവരും സാമ്പത്തിക നിലയിൽ വളരെ ശക്തരായ ആളുകൾ ആകണമെന്ന് നിർബന്ധികൻ സാധികില്ല. ഒരു കാലത്തു അങ്ങനെ ആയിരുന്നു. ഒരു വിഭാഗം കൂടുതലായി സാമ്പത്തിക ഭദ്രത ഉണ്ടായിരുന്നു. എന്നാൽ കാലങ്ങൾ കഴിയുമ്പോൾ പലതും കീഴ്മേൽ മറിയും. ഇതൊരു സാധാരണ സംഭവം മാത്രമാണ്. അങ്ങനെ വരുമ്പോൾ മുന്നൊക്ക ജാതിയിൽ ജനിച്ചു പോയ ഒരു മനുഷ്യൻ ദാരിദ്രൻ ആണെങ്കിലും അയാൾക്കു സർക്കാരിന്റെ ഒരു പരിഗണയും ലഭിക്കാൻ അർഹത ഇല്ല എന്ന് വാശി പിടിക്കുന്നത് ശരിയല്ല എന്നു തിരിച്ചറിവാണ് സംവരണ കാര്യത്തിൽ ഭരണഘടന തിരുത്തൽ ആവശ്യമായി വന്നത്. അപൂർവങ്ങളിൽ അപൂർവം ആയി മത്രേം സംഭവിക്കുന്ന ചില തിരുതലുകളിൽ ഒന്ന്. നമ്മുടെ ഭരണഘടന ശരിക്കു വേണ്ടി ആയതിനാൽ ശരിക്കു വേണ്ടി പ്രവർത്തിക്കേണ്ടി വരും. അതിനാലാണ് പരമോന്നത നീതി പീഠം അതിനു ശരി വച്ചതു. Adv. ജയശങ്കർ ഇത് ഇപ്പോളും മനസിലാക്കിയിട്ടില്ല. പക്ഷെ നീതി പീഠം മനസിലാക്കി. കാരണം നമ്മുടെ ഭരണ ഘടന നമ്മുടെ മുന്നോട്ടുള്ള യാത്രയ്ക് വേണ്ടിയാണു. അതിന്റെ ഒരു ഭാഗം മാത്രമാണ് നമ്മുടെ കോടതി. അപ്പോൾ കോടതിക്ക് ആ ഒരു ശരിക്കു വേണ്ടി മാത്രെമേ നില്കാൻ പറ്റുള്ളൂ. ദേശത്തിന്റെ സൗന്ദര്യവും യോജിപ്പും മുന്നോട്ടുള്ള സുഖമാമയും ഒത്തൊരുമയോടെയും കൊണ്ട് പോകേണ്ടത് ഭരണാഘടനയുടെ ആവശ്യമാണ്. കാരണം നമ്മളാണ് ഭരണാഘടനയുടെ ഗുണം അനുഭവിക്കേണ്ടവർ. നമുക്കു വേണ്ടിയുള്ളതാണ് ഭരണഘടന. ഇതൊക്കെ ഉള്ളത് കൊണ്ടാണ് സന്തോഷത്തോടെ പറയാൻ സാധിക്കുന്നത്. ഇന്ത്യയിൽ ജനിക്കാൻ കഴിഞ്ഞതിൽ അഭിമാനിക്കുന്നു. is it 2 months to get the approval by LS and RS? it was before 44th amendment right? i think after 44 rth amendment its been changed to one month and if LS is dissolved at the time of proclamation, it will remain for 30 more days.
