Boats are very different, boating culture also. Even the water is not the same. All compared to where I live. In Finland, sea is frozen. Only ships going, with some help from icebreakers.

Recreational skippers should be liable for failing to ensure the safety of their passengers. It's the same as reputable charter boats that can be liable for injuries caused through negligence. It's a shame skippers become imbeciles when they're out on the water with passengers.
