As low as possible w/out stalling the motor is best.

Your manual will tell you. Usually best practice is to engage the blades at 3/4 throttle, increase the throttle to full, and start mowing. This is to decrease the strain on the belts and pto. Never, ever mow or drive around with the throttle below full. The engine rpms are what delivers pressure to your hydro system. You want that at maximum pressure during operation at all times. That's how they're designed to work.
