Yes. Sweetened condensed milk is already sweet because of the sugar, therefore you don't need to add any sweeteners.

That recipe list is WRONG She is actually using Sweetened condensed milk, if you use Condensed milk this recipe will not only not have any sweetness, it simply won't come out right
