Open neutral to outside transformer needs to call the power company or electrician. Main panel is grounding through the boiler.

That boiler should be on a dedicated circuit, it shouldn't be on the basement lighting circuit.

Most likely an open neutral and a loose ground. Your tester read 135-V. You may may have an open neutral in the service to the house which is dangerous. The water ground and ground rod bond to the service neutral is very important in that case provided there are no loose connections in the field or improper grounding. Loose connection or bad splice along the way. The lights flickering could be a loose neutral in that circuit common with the boiler ckt. Definitely the right move to leave for liability purposes.

Definetly a ground neutral fault there. I bet the sparks were from the boiler transformer drawing current. A sparky situation. Good call to have an electrician deal with it.

I agree, it is a broken neutral somewhere. Got shocked from a ground in a light and found the light before the one I was working on in the circuit had a disconnected neutral.

That arc was no joke. when he shut the breaker and the lights dimmed I knew something was screwy. 1st thing to do is call power company check street side. If all good then get electrician to troubleshoot.

Smart man Steve, even though you know you can fix it if you don't have liability coverage you can lose everything you work for. Homeowners do-it-yourselfers should walk carefully through the tall grass money hungry lawyers and insurance companies willing to look for any excuse to not pay. Change your electrical panel yourself have electrical fire even though its not related to your work the insurance companies will not pay. If you do your own work higher Licensed professional to check it and sign off on your work cheap insurance.

I live in Northern California. No heat for three winters. Why because Pacific Gas and Electric charges outrageous prices for both now. And they had huge profits last year. Cannot afford to fire up the forced air gas furnace beneath the floor of this studio apt. On very cold days I run the gas oven briefly, much cheaper, as it's already within the apartment kitchen so no ducts needed.

Had a call today where there was no pressure coming off the regulator. Just had a delivery not even a month ago. Found both tanks completely empty. Got a delivery and next thing you know. Got the smell of gas coming into the building. Both units bad heat exchangers. Thank god the third unit is still ok 😮 unbelievable tho what I went through to try and get them going only to find out there useless

Better to leave the electrical problem to the electrician. As a mechanic when I see a light get brighter when I touch a wire it’s usually a bad connection to ground. Who knows what’s going on with that guys electricity
