His biggest initiatives were bolstering support for No Child Left Behind, Faith based programs, his tax cuts package, rejection of the Kyoto Protocol, and his stance against federal funding for stem cell research. Foreign policy at the time was what our relations with China would look like in the future and he met with some foreign leaders such as Vicente Fox and John Howard. Looked like an ordinary presidency up to that point.
