Green Goblin is more evil, Doctor Doom at least has some redeeming qualities and a strong sense of honor, whereas Goblin loves to fight dirty and enjoys killing people as well as goes out of his way to make Peter's life even harder by already adding insult to injury. Doctor Doom may hate Reed Richards with a passion, but could be satisfied with his victory once he truly beats him and dosen't seem to bother anyone less they get in his way (even the other 3 members of the Fantastic Four, they are among his enimies cause they are sided with Reed), but otherwise would just be focused on governing Latveria and leaving everbody else alone if they agree to leave him be. Norman on the other hand, always loves to beat the already dead horse and just wouldn't want to stop, because of how much joy he gets from the thrill of having so much power.

The reason Doc Ock is not spidey's archenemy is because Ock has an iota of goodness in him which is why he could take up the mantle of Superior Spiderman and carry on his name! Venom, and his symbiote offsprings too have hatred against Spidey but in a more physical and "just for the sake of it" way. However, on the other side of the spectrum, the Green Goblin despised Spiderman from within. He didn't want to kill him, but torture his life in every emotional and physical way possible. Which is plain psychotic (just like the joker). Also, because he's unpredictable, Spiderman has no clue most of the time which road he might end up taking that might just have Goblin waiting at the end. This is why Green Goblin is the archenemy of Spiderman.

I know as you said that those wasn't all his evil deeds, but just to point out, he is the last one to totally ruin the Sentinel's life. It was already messed up before Civil War, but in Dark Reign it got pretty nasty and surpassed it in Siege. Besides, he also had sex with Lilly something, the Menace, who was Harry's last girlfriend or made it seem and made his son think it was Norman's baby, that is very dark as his was intending to raise him to be the son he never had.

who else would love to see a cross over with spiderman and batman and have the joker and green goblin the main antagonists? I would pay 100 dollars just to see that movie and even dress up as spiderman

There are already comics with crossovers of Batman meeting Spider-Man but no Joker vs Green Goblin unfortunately.

Wow I never really noticed how the green goblin was jokers marvel counterpart. I mean yeah he was psychotic but not on the levels as the joker...wow didn't know how dark he was until now. Although when they voice act the goblin he does sound much like the joker. Ether way I'm loving the both of them
