Have you tried browning sliced onion and garlic in olive oil and then put the drained green beans back in the pan? I wonder it it picks up the flavor. This is how I cook fresh green beans after cooking in water. Another option its to add chopped tomato to the onion and garlic after they are all cooked add the green beans. Topping with parmesan cheese to taste or a little balsamic vinegar.

The ice that surrounds the vegetables is actually frozen water that came from the vegetables. So that water has flavor. If you're going to add water anyways, no need to rinse the ice off.
