if it wasn't for hiv i wouldn't have known i was prediabetic. i get regular lab testing done every 3 months. i reversed my prediabetes back to a normal a1c by cutting down on sugar and carbs.

why are there two normal?

The source I used didn't explain, but I would guess there's maybe a sweet spot for the lowest level of risk that's not the lowest possible and so you end up creating an "optimal" range that sits within the normal range.
