When you need something to look like lightning up, you need a white base. All light in nature have a white shine in the middle because all colors are actually just white with different reflections. a red neon light in example is white in the center, yellow around and red only as the last shine.

Martina: “Look at the size of this! This is huge!” Next video: Martina: “We are painting a mural on the Burj Kali!fa!” I can relate on painting in layers and covering over other things you painted in it. Layering provides a continuity. If you have a tree or road, you do not have to fret about the lines following correctly. I find pen and ink challenging for that. You are working with everything together at once and I often draw on tracing paper different elements to move and get the movement and negative space correctly.

There are invisible UV paints that are transparent in normal light but glow under UV. I've used them for reveal effects in a couple of projects with great success. The paints aren't cheap but the results can be amazing. Another point with UV paints is the quality of your UV projectors. To get the best blacklight effect you need lights that produce UV right around the 365nm range. Most LED "blacklights" produce light in the 400nm range which doesn't fully activate UV pigments and will also cast a visible purple light onto the work.

You can use either acrylics or oil paint. I used both on my mirror. I suggest using acrylics, since they dry a lot faster. I don't think you need to use a primer or finishing varnish for the wall but you should look it up just in case.
