*If you dare drive in Taiwan, you may encounter those bizarre situations:* 1. *Roundabout with traffic lights installed* We do have some roundabouts, however traffic lights are installed for all types of traffic, instead of providing buses with priority...etc. Such design does not coincidence with traffic demand, causing massive traffic jam in rush hours. That could be the primary reason why people got used to stop inside the roundabout. 2. *Drivers ignoring pedestrians completely while the latter has priority.* This happens very often on all the crossroads. Foreign drivers usually stops to let pedestrians pass, however doing so in Taiwan will trigger those inpatient drivers behind you, prepare to be honked. And yes, drivers will honk at pedestrians while waiting impatiently. More often they will simply buzz through with full throttle, forcing pedestrians to stay back. 3. *The mysterious two-step left turn procedure for moped vehicles.* As Taiwanese regulations categorize vehicles by their speed, moped ones are forced to stay on the right lane. You will find that staying on the left lane is often prohibited for motorbikes, as a consequence, you can't stay left while preparing to turn left. You will have to stay right, and wait inside a white box drawn on the ground facing left, until the red light turns green for your side, then you may proceed. This makes all left turns painfully long, and bikers often get crushed by incoming traffic while waiting in this box. 4. *Not using blinkers at all, at all times.* If another car slows down in front of you without blinkers, be prepared, he will turn. If the windshield wipers are activated, be prepared, the driver used the wrong handle and he will still turn. 5. *Motorcyclists(aka Monkeys) hurting down sidewalks.* Yes, sidewalks are for moped. 6. *Electrical bikes going well above 80km/h (no license required to operate)* It's quite common to see those "field-modified" electrical bikes or scooters here, they can overtake you super easily and they are silent. The riders are often people unable to have driving license or have theirs revoked, accidents are usually serious or fatal. For those wondering why this video got tons of comments in Mandarin, this video has sparked attention within Taiwanese social media and triggered discussions regarding our horrible road culture. And yes, we hated such awful road safety culture, but the government has always turned its blind eye on that.

The stupid two-step left turn bs is because the government was lying about "any vehicles with two wheels are too slow to keep up with the traffic" ,therefore, they must stay on the right of the road the whole time. When it comes to making a left turn, then you'll have to perform a two-step left turn bs (I believe it was called hook turn?). It was copied from Japan, where it was called 原付で二段階右折. But it was for bicycles and mopeds and small motorcycles (less than 50cc) that wasn't able to maintain the speed of 25KPH (15 MPH). However, the lie Taiwan government was trying to tell, is, all vehicles that has two wheels are all too slow to maintain speed faster than 25KPH (15MPH), that is also the reason they claim motorcycles must not be on highways. A government full of lies.

I am proud of being Taiwanese, but sadly said, we've had the worst of the worst traffic environment to live in. The problem is structural, not just education before getting license, neither laws, road design, enforcement from police, nor other factors to drive safely is done properly. The most pathetic part is that the voice not following safe driving instruction is the majority.

We have 3000 death from traffic accident per year with 23m population. We have politicians who support limiting people to import illegal behavior. We have terrible road designs like traffic light inside the roundabout, and a lot of nonsense crap. We have easy license exam and drivers only know how to turn on and move the cars but still don't how to drive after getting the license. And it's very incredible that fixing these problems is not the majority opinion here.

I am a Taiwanese and I feel sorry for the behavior shown in the video. The Taiwanese government is very ineffective and tolerates many unqualified drivers on the road. The pass rate of driver's license for cars and motorcycles is almost 100%, which the government is proud of. Cars and motorcycles do not give way to pedestrians, and tailgating is seen everywhere on the road. Illegal parking is also common. The government even prohibits people from reporting these behaviors. There are many other terrible driving behaviors in Taiwan.

This kind of driving is the norm over here in Taiwan, unfortunately. Driving schools in Taiwan give people almost no training on real roads, almost no training in the presence of other road users, and basically do nothing to help people develop any hazard awareness or road safety awareness skills. The vast majority of training is done on an artificial road circuit, with no other road users. And the Taiwanese driving test has the same problem. It's basically all held on the same artificial circuit, with just a small portion held on a road (around 10 minutes), specially chosen to be low risk, with very few other road users. And the vast majority of current licence holders got their licences at a time when there wasn't even a road test! If I were in charge of transportation policy for New Zealand, I would be very skeptical of allowing holders of Taiwan's driving licence to drive on NZ roads, at least without extra training or testing. There are good drivers in Taiwan, but they are good despite the driver education system, not because of it. Unfortunately, good drivers are in the minority here, which makes me very sad, but this is the reality.
@weichung0319 Жыл бұрын
I am from Taiwan. When I went to driving school to get my class B driving license, I got my license without even taking a road test. Anything about driving on highway was never mentioned in the entire class. I didn't know anything about highway when I got my driving license in Taiwan. I got my driving license in Taiwan in 2013. I learned how to use highway when I travel to US in 2016. There was three years I had a valid driving license but know nothing about driving on highways: how to merge, how to pass, how to yield, etc. Also, driving license in Taiwan issued after 2013 will never expire. Mine will be valid forever, even until I am 90 yo and cannot see or hear well, I will still be legit to driving on the road. When in the driving school, you will be taught how to operate the vehicle in a closed area: how to start the car, how to switch gear from P to D, and how to turn on the lights. That's all. You will also have to take a written test, but it focuses not about what signs means, but on memorizing how much will you get fined if you've done what behaviors. e.g. How much will you get fined if you run through the red light? a) 300 NTD (about 10 USD) b) 600 NTD (about 20 USD) c) 1200 NTD (about 40 USD) d) 1800 NTD (about 60 USD)

Taiwan is one of the worst places in the world for traffic, so you cannot expect drivers from Taiwan to perform well in your country. All you can do is pray for God to keep you safe. In Taiwan, it is common for pedestrians to be hit by cars. If a driver doesn't kill you in an accident, you should genuinely be thankful to them. At least they didn't end up killing you, even though they might have initially intended to do so. In addition to that, there are even some people who believe that traffic violations are justified. If someone dies as a result, there are individuals in Taiwan who may blame the deceased, considering them to be not careful enough. For some Taiwanese people, the importance of personal safety is outweighed by the desire to avoid waiting for a traffic light.

However, they have not provided any explanation regarding how they intend to utilize this hundred-year period. Therefore, I cannot feel optimistic about Taiwan's poor traffic conditions. In Taiwan, you can trade in your chicken leg for a driver's license.
As an experienced driver throughout a major number of countries all over the world, in both RHT and LHT (you can see a few clips on my channel), also NZ and Taiwan, my overall impression is that the cop overreacted, starting with relying on hearsay by people - kiwis are known to be a bit hysteric when it comes to foreigners, other languages and the RHT/LHT divide. Not to forget that he had not the slightest idea of what it means to speak a (very) foreign language, as is english for chinese speakers. Just another case of ambarassing anglo-autistic folly - shame on their politicians for failing to provide for an adequate education. From what we see in the clip: While it is right that the driver should have stopped upon being followed by a patrol car displaying emergency lights, his other driving didn't appear unreasonable enough to warrant for an on-the-spot prohibition of driving. I would recommend the police department responsible to become familiar with the legal framework (which they presently can't be) of foreign tourists driving on their national licence in NZ (the UN's '68 Vienna Convention on Road Traffic and its stipulations - which, due to its reciprocal nature, also applies to kiwis driving in Taiwan, or anywhere else), then apply them, instead of making case law as they go/drive along. I will try to share this with governments, hoping this episode will be used for some additional investigation and schooling.

In New Zealand it is very easy for international/foreign licenses within a 30 minute test in a licensing office to get permission to drive on NZ Roads for a limited time, I believe up to 6+ months depending on papers etc. People do not even need to know very basic English as you can translate the quiz/electronic test into your language. Many buses and cars crash in NZ with foreign drivers especially on icy roads and windy roads because they do not react in time before the consequences can occur.

PS There's another aspect that shouldn't fall under the table, when we try to judge the NZ state's acting in this case: During the 'pandemic', the gov displayed a degree of utter disregard for the people's will and good arguments, that went against the gov's official course of that time. But in this case, some random callers and their stories were enough to make the state comply with their request and act in such an excessive manner, as is the forceful interruption of the travel plans of a lifetime (we may assume) of a civilised foreign couple? To me, this looks like a contradiction. There's something rotten in the state of NZ...
